  10. Please accept this letter as renunciation of improved pension
  11. benefits in accordance with the VA General Counsel Memorandum,
  12. June 1, 1989, which concluded that under 38 U.S.C. sec. 3106, a
  13. claimant has (a) the right to renounce improved pension benefits
  14. and following such renunciation, (b) the right to file a new
  15. application for the same benefits which, according to the General
  16. Counsel, must be treated as an original claim.

  18. Enclosed you will find letters from the Social Security
  19. Administration concerning the recent lump sum payments which my
  20. dependents and I have received.  I am renouncing my VA pension
  21. because I would otherwise incur an overpayment.  You will also 
  22. find that I have enclosed a new application for pension benefits
  23. in accordance with paragraph (b) above.
