This is the Sith Har gun, a weapon in the game. It's kinda like the sniper rifle, but the alternate fire mode does a whopping 500 damage. From the KHG web page:
"MicroProse is offering current Unreal game players a taste of the power being built into its Unreal 3-D engine-based game STAR TREK: THE NEXT GENERATIONĀ« Klingon Honor Guard. The weapon's origin and design stem from the episode "Pen Pals" on STAR TREK: THE NEXT GENERATION. Drema IV is a planet that suffers from violent electrical storms resulting from constant seismic activity. To tame the planet's electrical activity, Dreman scientists became masters of particle physics. The Sith Har order of assassins created their special Blaster from this knowledge.
When the user depresses the trigger, the weapon fires a laser that ionizes a path to the target. A nonasecond later, the weapon fires a pulse of accelerated particles down the path striking the target and causing damage through impact and heat. The blaster has two modes of fire. The first sends a steady series of pulses to the target. The second mode releases the entire fuel cell in a single devastating blast. The blaster's extremely high damage capacity makes it as sought after weapon, and the Sith Har order exports it to a number of worlds. "
