  3. Eastern Europe and the Newly Independent States - A New Frontier

  7.      One UNDP project has been initiated to support the countries'
  8. transition in Eastern Europe and the CIS, to market economy and
  9. democracy by assisting them in the access and exchange of
  10. information between themselves and in having an open dialogue with
  11. western industrialized nations.
  12.  
  13.      For UNDP to help achieve these goals it is necessary to
  14. install a communication network that permits the exchange of E-mail
  15. and information among countries and with UNDP, and allows access to
  16. information and databases that will encourage and improve the
  17. exchange of ideas between governments, parliamentarians, academics
  18. and change agents within the civil society worldwide.

  20.      Since some of these locations will urgently need access to
  21. efficient data communication and office automation, the proposed
  22. strategy is to implement the tools for this in stages.  The first
  23. will concentrate on getting the communication in place as soon as
  24. possible while UNDP Offices are being established and the second to
  25. install a more permanent and cost effective solution for all
  26. countries concerned. It is intended at the initial stage that UNDP
  27. offices will serve as electronic post offices for in-country and
  28. external communication.

  30.      Although there has been a success with Internet email from the
  31. UNDP office in Minsk Belarus using ADONIS through the Belarussian
  32. Academy of Sciences and BASNET, it is important for the offices to
  33. have a robust communications system to handle programme activities.
  34. Unlike the 'traditional' UNDP office setup with administrative
  35. support, the new office environment will focus only on substantive
  36. programme work. Thus, effective information interchange among the
  37. regional offices and with headquarters is critical. In December
  38. 1992, UNDP were given a donation in kind by Unisource Satellite
  39. Services funded by a consortium of PTT's to establish a network of
  40. 11 VSAT's (Very Small Aperture Terminals) using the Eutelsat II
  41. satellite launched in July. The countries which UNDP hopes to
  42. include in the first batch of 11 are : Albania, Bulgaria, Poland,
  43. Romania, Turkey, Ukraine and some of the countries among the
  44. Caucasus Republics and the Baltic States. It is expected that the
  45. first VSAT be operational at the end of the first quarter 1993.
