  28. J. Ehrlichman:  Did you get those
  29.  
  30. Pres. Nixon:  I'm going to ask him which one he wants to sign.  It seems to me
  31.                that I don't want to pressure him or should I just have him
  32.                sign effective today or not announce it.  What is your advice?
  33.                We've got plenty of time.
  34.  
  35. J. Ehrlichman:  Well, as I made it loud and clear that he ought to sign both
  36.                of them.  Then you could use whichever one he wanted or none,
  37.                depending on how circumstances unfold.

  39. Pres. Nixon:  (Unintelligible)

  41. J. Ehrlichman:  Unless he won't.  You know, you know what to do at that point.

  43. John Dean:  You go to Petersen and ask him not to (unintelligible)
  44.  
  45. Pres. Nixon:  That is why, John, I want to nail down what Dean said about
  46.                other bugs on the White House and so forth, and so on.  I
  47.                assume that is the Plumbers operation.

  49. J. Ehrlichman:  No, no.  What he is referring to is the FBI's bugs on the
  50.                journalists in the first year he was nominated.

  52. Pres. Nixon:  (Unintelligible)
  53.  
  54. J. Ehrlichman:  Hold on.  No, no.  These were almost all FBI bugs.  What I
  55.                said all National Security -
  56.  
  57. Pres. Nixon:  But I was wondering what your advice if I should not tell him
  58.                today that anything in that area is National Security
  59.                (unintelligible)

  61. J. Ehrlichman:  I think you should, and I think it should cover not only that
  62.                but Plumbing operation and anything else of which he has
  63.                knowledge that I am (unintelligible) that with Executive
  64.                Privilege right now.

  66. Pres. Nixon:  Executive Privilege

  68. J. Ehrlichman:  And I don't want to ever hear (unintelligible) discuss those
  69.                matters.

  71. Pres. Nixon:  Yeah.

  75. Pres. Nixon:  I don't know whether he did.  He might have.

  77. J. Ehrlichman:  Well, he might have been if he has yet afterwards or before

  81. J. Ehrlichman:  Now if you remember the whole operation was because you were
  82.                afraid there were leaks out at the NSC and you were trying to
  83.                find them.

  85. Pres. Nixon:  I thought they were due to the FBI.
  86.  
  87. J. Ehrlichman:  Well, all the (unintelligible) were but there was one in
  88.                Georgetown at somebody's house that actually was never put on.
  89.                It was (unintelligible) but it was explored and how Dean knows
  90.                about that, I don't know.  The FBI files -
  91.  
  92. Pres. Nixon:  (Unintelligible)
  93.  
  94. J. Ehrlichman:  I can't say.  I doubt it.  I think it was before his time.
  95.  
  96. Pres. Nixon:  The reason that I made the call while in Dean's presence last
  97.                night was that he said Liddy was saying how he knows Liddy had
  98.                told (unintelligible) or something like that.  I said he must
  99.                (unintelligible).  Well, he thought he ought to get ahold of
  100.                his attorneys.  Liddy said will not (unintelligible) higher
  101.                authorities. (Unintelligible) not the President,
  102.                (unintelligible) Mitchell.  And I said, I called Petersen
  103.                (unintelligible) where to go (unintelligible) Liddy's attorney.
  104.                The President is not asking for any type of (unintelligible).

  106. J. Ehrlichman:  He can't hurt anything at this point and it certainly
  107.                (unintelligible) way the thing he had to do with Mitchell and
  108.                Magruder.

  110. Pres. Nixon:  (Unintelligible)

  112. J. Ehrlichman:  Remove any impediment against their testifying by reason of
  113.                misplaced loyalty to you.

  115. Pres. Nixon:  (Unintelligible)

  117. J. Ehrlichman:  Petersen, is obviously reacting to the whole (unintelligible).

  119. Pres. Nixon:  I would like also a scenario with regard to the President's
  120.                role, in other words, the President -
  121.  
  122. J. Ehrlichman:  Ziegler has just left my office.  He feels we have no more
  123.                than 12 hours.  He's got some input from the Post and he
  124.                estimates unless we take an initiative by 9 o'clock tonight it
  125.                will be too late.  Now, for that reason, I would suggest that
  126.                Ziegler set a meeting with Petersen and if you and Ziegler can
  127.                persuade Petersen the announcement has come from the White
  128.                House

  130. Pres. Nixon:  I'll tell them.
  131.  
  132. J. Ehrlichman:  Otherwise the Justice Department will, of course, crack this
  133.                whole thing.

  135. HR Haldeman:  Perhaps the whole thing, but I think it would be a good idea
  136.                (unintelligible) Petersen alone.

  138. J. Ehrlichman:  That is a very good point.
  139.  
  140. J. Ehrlichman:  Now you know how (unintelligible) around for sometime ahead of
  141.                time you got this well thought through and well laid out and I
  142.                think he is quite (unintelligible) about it and quite
  143.                (unintelligible).

  147. J. Ehrlichman:  We'll do that while you are gone.  There is one point before
  148.                you talk to Dean that I heard last night that doesn't fit
  149.                together.  Maybe it doesn't matter.  And that is that Dean
  150.                said, last night, as I understood it, that Petersen had told
  151.                you that Liddy has not talked.  They can't get Liddy to talk.

  153. Pres. Nixon:  Yeah.

  155. J. Ehrlichman:  Dean told us that Liddy had told him everything.  Told the
  156.                U.S. Attorney.

  158. Pres. Nixon:  I know that, I know that, but I -

  160. J. Ehrlichman:  Petersen lying to you or (unintelligible)

  162. Pres. Nixon:  Well, maybe a little both.

  164. J. Ehrlichman:  Well.  I think it is probably (unintelligible)

  168. J. Ehrlichman:  Either that or Dean is (unintelligible) cover-up in case
  169.                anything starts to seep out.

  173. J. Ehrlichman:  Ron thinks that it ought to be done from up here.  That
  174.                (unintelligible) I mentioned it to him the other day he thought
  175.                you should do it here, if you did it at all.

  177. Pres. Nixon:  I could do it right here?

  179. J. Ehrlichman:  Yes.  But he wants to get out the fact that Dean
  180.                (unintelligible) you that the Dean report was inadequate
  181.                (unintelligible) that several weeks ago you reinstituted an
  182.                examination of the personal investigation and that this
  183.                culminated in a whole series of actions over the weekend.

  185. Pres. Nixon:  I spent the weekend working on it. (Unintelligible) got to say.

  187. J. Ehrlichman:  The report did not.  This is the week that Mitchell being here
  188.                (unintelligible)

  192. J. Ehrlichman:  Well, now, if I am going to be splashed on this thing you are
  193.                better off now having another scrap with Dean.

  195. Pres. Nixon:  Well, somebody is going to be.

  197. J. Ehrlichman:  Well, we could not (unintelligible)

  199. Pres. Nixon:  Investigation of the matters.

  201. J. Ehrlichman:  I think that that is the way, the investigation of the matter.

  203. Pres. Nixon:  But I didn't talk to Mitchell.

  205. J. Ehrlichman:  Well, they say who did it, delegating him to do that.  I mean

  208. Pres. Nixon:  (Unintelligible) look one damn thing

  210. J. Ehrlichman:  Well, I think there is a full Ehrlichman report, unquote.

  213. Pres. Nixon:  Would you mind talking to Moore to see Gray or (unintelligible)
  214.                you can talk to him can't you?  Time is of the essence right

  226.                to talk to Fielding also, and find out what was in there
  227.                because I don't want to know.

  240. Pres. Nixon:  Yesterday.  Yesterday, I talked to Mr. Kleindienst.  He removed
  241.                (unintelligible) people involved.  I said, "Now, Petersen and
  242.                myself.  That's right, Petersen (unintelligible)

  244. J. Ehrlichman:  Well, he's got a (unintelligible) So.  Well, I'll he seeing
  245.                Dean now.

  247. Pres. Nixon:  Yeah, but -

  249. J. Ehrlichman:  I think that the point is that in picking up these letters
  250.                from him, it would be the agreement that neither he nor you
  251.                would announce it immediately.  So the announcement would be
  252.                your discretion.

  256. J. Ehrlichman:  And the decision would be at your discretion as to which way
  257.                to go.

  262.                not -
