  27. Democratic Republic establishing a Monetary, Economic and Social Union

  29. THE HIGH CONTRACTING PARTIES,
  30.  
  31.      Owing to the fact that a peaceful and democratic revolution took place
  32. in the German Democratic Republic in the autumn of 1989,
  33.  
  34.      Resolved to achieve in freedom as soon as possible the unity of
  35. Germany within a European peace order,
  36.  
  37.      Intending to introduce the social market economy in the German
  38. Democratic Republic as the basis for further economic and social
  39. development, with social compensation and social safeguards and
  40. responsibility towards the environment, and thereby constantly to improve
  41. the living and working conditions of its population,
  42.  
  43.      Proceeding from the mutual desire to take an initial significant step
  44. through the establishment of a monetary, economic and social union
  45. towards national unity in accordance with Article 23 of the Basic Law of
  46. the Federal Republic of Germany as a contribution to European
  47. unification, taking into account that the external aspects of
  48. establishing unity are the subject of negotiations with the Governments of
  49. the French Republic, the Union of Soviet Socialist Republics, the United
  50. Kingdom of Great Britain and Northern Ireland and the United States of
  51. America,

  53.      Recognizing that the establishment of national unity is accompanied by
  54. the development of federal structures in the German Democratic Republic,
  55.  
  56.      Realizing that the provisions of this Treaty are intended to safeguard
  57. the application of European Community law following the establishment of
  58. national unity.

  60.      Have agreed to conclude a Treaty establishing a Monetary, Economic and
  61. Social Union, containing the following provisions.
