No! And be careful! Many traditional "Rights protected" agencies (including Comstock's rights-proteced division) are also providing their images on CD-ROM-- but the images may be used for layouts and comping purposes only. The images are fully copyrighted and if you mistake them for royalty-free and go ahead and use one in your project-- you can be liable for copyright infringement penalties of up to $100,000 per infringement.

Whenever you pop a CD-ROM of images into your drive, be sure you have read the label and the documentation extremely carefully. Know what you can and cannot do with the images on the disc.
