'Time Money' from fathers to supplement child support

New Civilisation, a non-profit organisation based in Encino, California, has proposed that unemployed and under-employed 'deadbeat' fathers who are not making enough money to meet their child-support obligations could be required to help their children by working as volunteers for non-profit organisations in various useful capacities - with the value of their work transferred by these organisations in the form of services, goods or vouchers to other non-profit organisations providing useful services to children and mothers, such as day care; or as 'Time Money', a new medium of exchange within a network of participating non-profit organisations and public agencies.
