Deaf people could live near airport

Mayor Carty Finkbeiner of Toledo, Ohio, suggested (although later retracting the suggestion) that the best solution to the increasing complaints of the noise at the Toledo airport was to relocate deaf people to the high-noise areas, facilitating their purchase of homes of complainers.
