'This could provide a change of scenery for residents'

I suggest that old people's homes could be considered as something like a youth hostel network, with the homes getting a bonus if say 5% of their inmates are temporary visitors from other homes. This could provide a change of scenery for residents (and staff too) and could be an attractive proposition for the more mobile and independently-minded residents.
