  26. ARRL proposes 219 - 220 MHz band plan
  27. -------------------------------------
  28. An  ad hoc committee created by the Executive Committee of the
  29. ARRL Board has released a draft of their report.  The proposed
  30. plan would use the band on a secondary, non-interference basis
  31. specifically  for coordinated,  high speed  digital  point-to-
  32. point communication.
  33.  
  34. The  proposal  requires  that no Amateur station  shall  cause
  35. interference  to  maritime mobile,  fixed  stations  or  other
  36. mobile licenses operating in the band. All classes of licenses
  37. may use the band.  The Amateur operation must cease if harmful
  38. operation is not corrected otherwise.
  39.  
  40. The  maximum  symbol rate of 56 KBaud for codes  specified  in
  41. part  97.309(a)  and a maximum of 100 KHz bandwidth for  codes
  42. not specified in 97.309(a).  The proposal suggests 10 100  KHz
  43. channels  starting at Channel A centered on 219.050 MHz up  to
  44. Channel J centered on 219.950 MHz.

  46. The  stated objective of the band would be for a creation of a
  47. nationwide high speed Amateur radio data link.

  60. QSO-points :  QSO with own country five (5) points,  QSO  with
  61. other  stations  in own continent ten (10)  points,  QSO  with
  62. other  continents fifteen (15) points.  In Australia,  Canada,
  63. Japan  and  USA  each call district will be  considered  as  a
  64. separate country.
  65.  
  66. Multipliers : Each country per the DXCC list will count as one
  67. (1) multiplier on each band,  including the first contact with
  68. Australia,  Canada,  Japan and the USA.  Each call district in
  69. Australia,  Canada,  Japan  and  USA  will count  as  one  (1)
  70. additional multiplier on each band.

  72. Scoring :  Sum of QSO points x sum of multipliers equals total
  73. score.
  74.  
  75. SWL :  Use the same rules for scoring,  but based on  stations
  76. and messages copied.
  77.  
  78. Awards  :  To  the  top station in  each  class,  country  and
  79. district ment above, if the number of QSOs is reasonable.
  80.  
  81. Logs  :  Logs  must be received by June 10th 1994 in order  to
  82. qualify.  All logs must contain : Band, date/time UTC, message
  83. sent  and received,  points and multipliers.  Use  a  separate
  84. sheet  for  each band and enclose a summary sheet showing  the
  85. scoring,  class, YOUR CALL, NAME, ADDRESS and a signed declar-
  86. ation  that  all contest rulwes and regulations for  your  own
  87. license  have  been  observed.   In  case  of   multi-operator
  88. stations, the calls or names of all operators involved.

  128.                I.P.S.  SUMMARY OF ACTIVITY

  130. Solar activity was very low 24th-29th March and low on 30th.
  131.  
  132. The  geomagnetic  field  at  Learmonth (WA)  mostly  quiet  to
  133. unsettled, except for active levels from 0900-1800 UT on 24th,
  134. and a period of minor storm levels 1500-1800 UT on 25th.
  135.  
  136. Ionospheric F2 critical frequencies at Sydney ranged from near
  137. predicted  levels  to 30 per cent enhanced during  the  period
  138. 24th-29th  March.  Equipment failure prevented observation  on
  139. 30th. Severe Spread F prevented foF2 determination at times on
  140. 26th, and Spread F was also observed on 28th-29th March. 
  141.  
  142.      FORECAST FOR THE NEXT WEEK (31 MARCH - 7 APRIL)
  143.  
  144. SOLAR:         Very low to low.
  145.  
  146. GEOMAGNETIC:   Quiet  to unsettled then  coronal  hole-induced
  147.                active  to  minor storm levels are expected  to
  148.                start 3 April.

  150. IONOSPHERIC   enhanced 10 - 15 per cent then depressions up to
  151.               20  per cent from predicted monthly  values  are
  152.               expected after 3 April.

  251. Paper for Teleprinters
  252. ----------------------
  253. Please,  PLEASE,  does  anyone want some teleprinter paper,  I
  254. have boxes of it.  It is triplex paper (three sheets of paper,
  255. two sheets of carbon paper),  you can have it for the cost  of
  256. freight  (you  pay the freight).  This paper will work in  any
  257. pressure  machine,  or even typewriters,  no good for  tractor
  258. machines. When you unroll it you finish up with three rolls of
  259. paper  and two rolls of carbon paper.  The paper you can  use,
  260. the carbon -- well you can give it to the children to mess  up
  261. the  house.  Don't  worry about the amount you  want,  I  have
  262. enough.
