  14. Official papers are the printed documents issued by Governments and their
  15. departments and also by international official bodies.  They range from
  16. the accounts and doings of parliaments (e.g. Hansard), of international
  17. assemblies and their published acts, decrees or regulations to official
  18. reports of all kinds, and works issued officially that may otherwise
  19. differ very little in kind from published by commercial publishers. 
  20. Because of the complexity of modern government, the vast quantities of
  21. official papers that are produced can best be controlled in a library by
  22. keeping them placed together as a collection; ie the they are more
  23. difficult to trace they may receive specialist cataloguing or listing; and
  24. they are looked after by a specialist staff.

  26. The National Library of Scotland receives all or nearly all the official
  27. publications of the United Kingdom and the Republic of Ireland by legal
  28. deposit.  It also receives a large quantity of United States official
  29. publications by gift.  Those of Pakistan were likewise received by gift. 
  30. For some ninety years in the 19th and 20th centuries, up to and in some
  31. cases beyond the granting of independence in 1947, a great number of
  32. Indian official publications (India Papers) were received and now form a
  33. special collection in themselves.  As well as the papers of national
  34. governments, the Library also receives the publications of' some fifty
  35. international organizations, e.g. United Nations, World Health
  36. Organization, Unesco, etc.

  39. HOW DOES A READER LOCATE AN OFFICIAL PAPER IN THE NATIONAL
  40. LIBRARY OF SCOTLAND?

  42. Publications issued by central government in Great Britain fall into two
  43. categories:
  44.  
  45. 1.  Works published for Parliament and Government departments by Her
  46.     Majesty's Stationery Office (HMSO).
  47. 2.  Works published by Government departments.
  48.

  50. HMSO PUBLICATIONS
  51. ~~~~~~~~~~~~~~~~~
  52. HMSO publishes all parliamentary papers (Acts, Bills, Command Papers,
  53. House of Commons Papers, Hansard, etc), along with a certain amount of
  54. material produced by various Government departments.  They are listed in a
  55. catalogue published by HMSO entitled Government Publications.

  57. These catalogues are produced monthly, annually and eventually in five-
  58. and fifty-year cumulations.  All are available for consultation in the
  59. Catalogue Hall.  Parliamentary papers have their own numbering system
  60. which appears as part of the printed entry, e g. Command Paper (Cmnd.
  61. 7932), and House of Commons Papers (H.C.101, 1981-82).  For other HMSO
  62. publications the National Library's shelf-mark is given in the margin,
  63. e.g. GEJ. 2/3.

  66. DEPARTMENTAL PUBLICATIONS

  68. Works published by Government departments have been catalogued in
  69. different ways at different times.

  71. 1.  Publications issued before 1962 and acquired before 1974.  These
  72.     appear in Catalogue 1 on Microfiche under the name of the issuing
  73.     department.

  75. 2.  Publications issued between 1962 and 1979.  These appear in the
  76.     Library's Supplementary Catalogue of Official Publications.  This is a
  77.     loose-leaf catalogue made up of two sections: the first, covering 1962
  78.     to 1973(yellow spine markers), is compiled using British Museum
  79.     Cataloguing Rules, and the second covering 1974 to 1979 (pink spine
  80.     markers) follows AACR1 rules.  Each sectionconsists of two parts, one
  81.     filed alphabetically by shelf-mark (each department having its own
  82.     unique shelf-mark), and the other, the index, by keyword or key phrase
  83.     taken from the title of the work.

  85. 3.  Publications issued after 1979.  The Supplementary Catalogue of
  86.     Official Publications was closed in 1979 when automated cataloguing
  87.     commenced, and all publications dated 1980 onwards that would normally
  88.     have been included in the 'Supplementary Catalogue', now appear in the
  89.     Online Catalogue.

  92. GENERAL ARCHIVES OF THE EUROPEAN COMMUNITIES

  94. Although the Library does not have full European Documentary Centre
  95. status, it is the first library in any of the member states to receive
  96. copies of the Community Archives on microfiche.  The European Communities
  97. decided to open their historical archives to the public in 1983, and the
  98. Community Archives are now being released on microfiche.  Commencing with
  99. the Archives for 1952-56, which relate mainly to the European Coal and
  100. Steel Community, the Library will continue to receive copies of the
  101. Archives on an annual basis in accordance with the 30-year rule.

  104. UNITED STATES OF AMERICA, REPUBLIC OF IRELAND, PAKISTAN AND JERSEY

  106. The Supplementary Catalogue of Official Publications also contains
  107. publications received from the USA (about 10% of their total output,
  108. including material from the Bureau of the Census and Hearings from both
  109. Senate and House of Representatives), Republic of Ireland, Pakistan and
  110. Jersey.  As with British departmental publications, pre-1962 items are to
  111. be found in Catalogue 1 on Microfiche, and publications dated 1980 or
  112. later are entered only in the Online Catalogue.

  115. AUSTRALIAN FEDERAL PUBLICATIONS

  117. The Official Papers Unit is also responsible for the Library's collection
  118. of Australian Federal official publications, the majority of which are
  119. received by donation.  All items in this category, irrespective of date,
  120. are to be found in Catalogue 2 (cards) or the Online Catalogue.

  123. INDIA PAPERS

  125. The National Library has a large collection of Indian official
  126. publications based primarily on papers published prior to 1947.  A
  127. catalogue of Indian Official Publications in the National Library of
  128. Scotland, arranged by shelf-mark, personal author and keyword, is
  129. available for consultation in the Catalogue Hall.  A printed Guide to the
  130. India Papers is currently in preparation.

  133. INTERNATIONAL ORGANIZATIONS

  135. Publications of the various international organizations are to be found in
  136. the main in two places:
  137.  
  138. 1.  HMSO acts as agent in this country for several of the larger
  139.     organizations and publishes a catalogue similar to that produced for
  140.     British Government publications.  It is entitled International
  141.     Organizations Publications, which is produced annually, and is
  142.     annotated in the same way as with British publications.  Until such
  143.     time as the annual catalogue is published, the international
  144.     organisations publications are listed in the monthly catalogue
  145.     Government Publications.

  147. 2.  Publications of international organizations not handled by HMSo,
  148.     issued during the period 1962-1979, appear in the Library's
  149.     Supplementary Catalogue of Official Publications.  Note that although
  150.     HMSO acts as agent for the larger organisations, it does not
  151.     necessarily handle all of their output, and the Supplementary
  152.     Catalogue should always be checked for any papers not found in HMSO's
  153.     catalogues.  Publications issued after 1979 are entered in the Online
  154.     Catalogue.

  157. COMMISSION FOR LOCAL ADMINISTRATION
  158. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
  159. The Library has recently acquired almost complete sets of the reports of
  160. the commissioners for Local Administration (Ombudsmen) for England and
  161. Wales as well as those covering Scotland.  These reports are departmental
  162. publications and are catalogued accordingly.

  165. PUBLIC LOCAL INQUIRIES

  167. The Library has also received since 1974, the reports of Public Local
  168. Inquiries for Scotland.  These are indexed, by place and subject, in a
  169. series of loose-leaf binders (green spine markers) which are available for
  170. consultation in the Catalogue Hall.

  173. WHERE TO CHECK FOR INDIVIDUAL OFFICIAL PAPERS

  177. 1.1 Parliamentary papers (Acts, *Bills, *Command Papers, *House of Commons
  178.     Papers, Hansard, etc.) are to be found in HMSO's published catalogue
  179.     Government Publications.  For items marked * published more than three
  180.     to four years ago,the Index of Parliamentary papers covering the
  181.     relevant session must be consulted in order to obtain the volume
  182.     number needed to locate a paper when the series is bound.

  233. readers if they experience any difficulty in finding the material they
  234. seek, or would like to have detailed guidance.  Such help can be
  235. particularly useful for older material, for example, 19th-century reports,
  236. or for information about the scope of the collection of United States
  237. papers.  Readers should explain to Enquiry Desk staff that they would like
  238. to consult staff from the Official Papers
  239. Unit.
