Official papers are the printed documents issued by Governments and their
departments and also by international official bodies. They range from
the accounts and doings of parliaments (e.g. Hansard), of international
assemblies and their published acts, decrees or regulations to official
reports of all kinds, and works issued officially that may otherwise
differ very little in kind from published by commercial publishers.
Because of the complexity of modern government, the vast quantities of
official papers that are produced can best be controlled in a library by
keeping them placed together as a collection; ie the they are more
difficult to trace they may receive specialist cataloguing or listing; and
they are looked after by a specialist staff.
The National Library of Scotland receives all or nearly all the official
publications of the United Kingdom and the Republic of Ireland by legal
deposit. It also receives a large quantity of United States official
publications by gift. Those of Pakistan were likewise received by gift.
For some ninety years in the 19th and 20th centuries, up to and in some
cases beyond the granting of independence in 1947, a great number of
Indian official publications (India Papers) were received and now form a
special collection in themselves. As well as the papers of national
governments, the Library also receives the publications of' some fifty
international organizations, e.g. United Nations, World Health
Organization, Unesco, etc.
HOW DOES A READER LOCATE AN OFFICIAL PAPER IN THE NATIONAL
LIBRARY OF SCOTLAND?
Publications issued by central government in Great Britain fall into two
categories:
1. Works published for Parliament and Government departments by Her
Majesty's Stationery Office (HMSO).
2. Works published by Government departments.
HMSO PUBLICATIONS

HMSO publishes all parliamentary papers (Acts, Bills, Command Papers,
House of Commons Papers, Hansard, etc), along with a certain amount of
material produced by various Government departments. They are listed in a
catalogue published by HMSO entitled Government Publications.
These catalogues are produced monthly, annually and eventually in five-
and fifty-year cumulations. All are available for consultation in the
Catalogue Hall. Parliamentary papers have their own numbering system
which appears as part of the printed entry, e g. Command Paper (Cmnd.
7932), and House of Commons Papers (H.C.101, 1981-82). For other HMSO
publications the National Library's shelf-mark is given in the margin,
e.g. GEJ. 2/3.
DEPARTMENTAL PUBLICATIONS

Works published by Government departments have been catalogued in
different ways at different times.
1. Publications issued before 1962 and acquired before 1974. These
appear in Catalogue 1 on Microfiche under the name of the issuing
department.
2. Publications issued between 1962 and 1979. These appear in the
Library's Supplementary Catalogue of Official Publications. This is a
loose-leaf catalogue made up of two sections: the first, covering 1962
to 1973(yellow spine markers), is compiled using British Museum
Cataloguing Rules, and the second covering 1974 to 1979 (pink spine
markers) follows AACR1 rules. Each sectionconsists of two parts, one
filed alphabetically by shelf-mark (each department having its own
unique shelf-mark), and the other, the index, by keyword or key phrase
taken from the title of the work.
3. Publications issued after 1979. The Supplementary Catalogue of
Official Publications was closed in 1979 when automated cataloguing
commenced, and all publications dated 1980 onwards that would normally
have been included in the 'Supplementary Catalogue', now appear in the
Online Catalogue.
GENERAL ARCHIVES OF THE EUROPEAN COMMUNITIES
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Although the Library does not have full European Documentary Centre
status, it is the first library in any of the member states to receive
copies of the Community Archives on microfiche. The European Communities
decided to open their historical archives to the public in 1983, and the
Community Archives are now being released on microfiche. Commencing with
the Archives for 1952-56, which relate mainly to the European Coal and
Steel Community, the Library will continue to receive copies of the
Archives on an annual basis in accordance with the 30-year rule.
UNITED STATES OF AMERICA, REPUBLIC OF IRELAND, PAKISTAN AND JERSEY

The Supplementary Catalogue of Official Publications also contains
publications received from the USA (about 10% of their total output,
including material from the Bureau of the Census and Hearings from both
Senate and House of Representatives), Republic of Ireland, Pakistan and
Jersey. As with British departmental publications, pre-1962 items are to
be found in Catalogue 1 on Microfiche, and publications dated 1980 or
later are entered only in the Online Catalogue.
AUSTRALIAN FEDERAL PUBLICATIONS
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The Official Papers Unit is also responsible for the Library's collection
of Australian Federal official publications, the majority of which are
received by donation. All items in this category, irrespective of date,
are to be found in Catalogue 2 (cards) or the Online Catalogue.
INDIA PAPERS

The National Library has a large collection of Indian official
publications based primarily on papers published prior to 1947. A
catalogue of Indian Official Publications in the National Library of
Scotland, arranged by shelf-mark, personal author and keyword, is
available for consultation in the Catalogue Hall. A printed Guide to the
India Papers is currently in preparation.
INTERNATIONAL ORGANIZATIONS

Publications of the various international organizations are to be found in
the main in two places:
1. HMSO acts as agent in this country for several of the larger
organizations and publishes a catalogue similar to that produced for
British Government publications. It is entitled International
Organizations Publications, which is produced annually, and is
annotated in the same way as with British publications. Until such
time as the annual catalogue is published, the international
organisations publications are listed in the monthly catalogue
Government Publications.
2. Publications of international organizations not handled by HMSo,
issued during the period 1962-1979, appear in the Library's
Supplementary Catalogue of Official Publications. Note that although
HMSO acts as agent for the larger organisations, it does not
necessarily handle all of their output, and the Supplementary
Catalogue should always be checked for any papers not found in HMSO's
catalogues. Publications issued after 1979 are entered in the Online
Catalogue.
COMMISSION FOR LOCAL ADMINISTRATION
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The Library has recently acquired almost complete sets of the reports of
the commissioners for Local Administration (Ombudsmen) for England and
Wales as well as those covering Scotland. These reports are departmental
publications and are catalogued accordingly.
PUBLIC LOCAL INQUIRIES
~~~~~~~~~~~~~~~~~~~~~~
The Library has also received since 1974, the reports of Public Local
Inquiries for Scotland. These are indexed, by place and subject, in a
series of loose-leaf binders (green spine markers) which are available for
consultation in the Catalogue Hall.
WHERE TO CHECK FOR INDIVIDUAL OFFICIAL PAPERS

1. Great Britain and Northern Ireland
1.1 Parliamentary papers (Acts, *Bills, *Command Papers, *House of Commons
Papers, Hansard, etc.) are to be found in HMSO's published catalogue
Government Publications. For items marked * published more than three
to four years ago,the Index of Parliamentary papers covering the
relevant session must be consulted in order to obtain the volume
number needed to locate a paper when the series is bound.
1.2 Publications issued by HMSO on behalf of various departments (i.e. not
published by the departments themselves) by Government Publications
for the relevant year.
1.3 Papers published by Government departments (independently of HMSO).
Pre-1962: Catalogue 1 on Microfiche under the appropriate departmental
heading. Pre-1962 but acquired after 1974: Catalogue 2 (cards).
1962-1979: in the appropriate section of the Supplementary Catalogue
of Official Publications.
1980 onwards: Online Catalogue.
2. USA, Republic of Ireland, Pakistan and Jersey.
Pre-1962: Catalogue 1 on Microfiche under the appropriate country.
Pre-1962 but acquired after 1974: Catalogue 2 (cards).
1962-1979: Supplementary Catalogue of Official Publications.
1980 onwards: Online Catalogue.
3. Indian Official Publications.
Catalogue of Indian Official Publications in the National Library of
Scotland.
4. International Organizations.
4.1 International organizations publications for which HMSO act as agents:
International Organizations Publications for the appropriate year.
4.2 International organizations publications not sold through HMSO:
Pre-1962: Catalogue 1 on Microfiche under the Issuing organization.
Pre-1962 but acquired after 1974: Catalogue 2 (cards).
1962-1979: Supplementary Catalogue of Official Publications.
1980 onwards: Online Catalogue.
Official publications from any country not mentioned above will be found
in the General Catalogue of Printed Books.
The specialist staff in the Official Papers Unit are available to help
readers if they experience any difficulty in finding the material they
seek, or would like to have detailed guidance. Such help can be
particularly useful for older material, for example, 19th-century reports,
or for information about the scope of the collection of United States
papers. Readers should explain to Enquiry Desk staff that they would like
to consult staff from the Official Papers
Unit.
