  1. I am putting this one up because it is coincidental to the news post
  2. a couple of weeks ago that since the "war on drugs", many cities
  3. have seen their "crimes solved" rates for any crimes except drugs go
  4. down.  It has a lot to do with the fact that the police get to keep
  5. the booty (money, drugs, and what they seize in property).

  8.    CHICAGO (UPI) -- More police on the streets may mean a rise in
  9. crime statistics at least initially, Police Superintendent Matt
  10. Rodriguez says.
  11.    As police become more visible, people will become more willing to
  12. talk to them and report crimes, Rodriguez said. The result will be a
  13. spurt in crime statistics.
  14.    After this initial blip, crimes could drop because "you're going
  15. to start tending to the problems," he said.
  16.    However, Rodriguez noted overall crime statistics in Chicago are
  17. dropping and there may not be a noticeable increase in crime
  18. reports.
  19.   Five Chicago communities have been chosen as test sites for police
  20. officers walking street beats. They are Rogers Park, Austin,
  21. Marquette, Englewood and Morgan Park.
  22.    Rodriguez said there may be some "displacement" of crime as
  23. criminals choose to operate in neighborhoods where there is no
  24. community policing.
  25.    "Don't worry about displacement," the superintendent said.
  26.    "Let the next block worry about cleaning their block up...Go one
  27. step at a time. you get your block in order with the police and let
  28. the big picture take care of itself."
