I've been hearing a lot about the new triple-A or A-3 format
in the States. None of the 20 local stations have adopted it
yet, but I'd like to get a better idea of the extent of the
A-3 playlists. Can anyone e-mail me the types of artists I
might hear on an A-3 commercial (ie, non-campus) station?

For the record...the station involved in the duopoly was
Greater Media's WCSX 94.7, not WLLZ 98.7. WLLZ is owned

WHAT SACRAMENTO ALSO NEEDS IS A STATION TO CARRY THE OZ RADIO NETWORK.
THIS IS VERY CREATIVE 24 hours a day/7 days a week Children's programming.
I heard it for the first time this weekend on a clear channel station (830
AM) out of Los Angeles. The Format is incredibly ecclectic similar to the
feel of underground FM radio stations of the 60s. I don't know much about
it, but do know it would serve an educational purpose for the children of
this area. Adults will love it for its sheer diversity and positive feel!!

Subject: Indecency and safe harbor

In a previous discussion a question was raised on what time is it safe to
air foul language. The FCC (and the courts, so far) have created a "safe
harbor" between Midnight and 6:00 a.m. for this type of programming (for
NONCOMMERCIAL stations that sign off at midnight, safe harbor begins at
10:00 p.m.). Remember however, that historically the Commission has recommended
times when there is little risk of children in the audience. In past cases
such as KPFK (Pacifica Foundation) and KCSB (Univ. California) the FCC has gone
by arbitron ratings of the market to determine how many children were present
at the time the program was aired.
To complicate matters further, there seems to be a vague definition of the term
"indecent". The FCC applies a definition set forth in Pacifica (7 Dirty Words)
to determine for the most part if material is indecent. The "generic" defin-
ition of indecency used is: "Language or material that depicts or describes
in terms patently offensive as measured by contemporary community standards for
the broadcast medi, sexual or excretory activities or organs." The FCC ruled d
that such indecency will be actionable if broadcast at a time of day when there
is a "reasonable risk that children may be in the audience."
Most importantly, do not confuse the term obscene with indecent. Any material
found obscene is a violation of Title 18 of the U.S. Criminal Code Section 1464
and is punishable by fine and/or imprisonment.
To top it off, the Commission has attempted to clarify its definition recently,
do to the popularity of certain radio programs (Howard Stern and others). To do
this, the repeated use of double entendre and sexual innuendo may also come
into play, depending on the overall context in which it is used.
I don't know if this answers any questions. It appears as though the courts
will once again have to deal with the subject. Until that time comes, I guess
we'll just have to be on our toes!

Because of the constraints on my time, especially
impedances created by the court system and
the need to pay US $ for food and shelter, I
have to take a break from news activism.
If anyone would like to take my lead and read
news onto a tape or into .WAV files, I can
ask my subscribers to listen to your stuff.
Anyone who broadcasts consider using
net sources like misc.activism.progressive to
create positive, creative news without that
brutal edge (TM :)
Anyone who has 30 or 60 megabytes available for
FTP service would be greatly appreciated if
that space was made available for .WAV files
or some other compressed form of audio. This
way, files which are read aloud can be archived
somewhere where anyone can get them, order
them anyway they like, record out to a tape
or play out directly onto the air.

Imus never said stern was a loser, he said he was a "dirty-mouthed little
punk" which from my exposure to stern is about right.
As for stern's ratings Imus freely admits he is not number one in the ratings
but WFAN is the top billing station in NY city, I doubt that is because of the
all sports format.
Imus' demographics are 25-54 so I suspect some of his listeners have been
exposed to the awsome talents of B&B, all you have to know about them is
they are idiots and the comic bits work for Imus' show.
Possibly talent is in the eye of the beholder, if you listen to stern you
have heard him whine about how Imus stole all his bits, a some
what suspect claim at best. You may not think Imus has talent but he certianly
has "juice". How many times has Bubba Clinton been on with stern? Not to mention
an array of Governers and Senators that are heard regularly on Imus in the
Morning.
A note to the moderator: I haven't heard anything about Imus coming to Chicago
they are concentrating on the big markets right now, soon in Portland, Maine
Souix City, Iowa and El Paso, Texas ;-)

The other night I came across Radio Oz(or is it Oz Radio) which is a 24
hours/7 days a week Children's Radio network. It is simply the most
refreshing and diversified radio format I have heard in over 20 years. I
live in Northern California and can't find a station that carries it. I
heard a station in Los Angeles (clear channel) at 830 Am. Does anyone know
about this syndicated radio format? Its been around for a few years now.

I (and others on this list) have written quite a bit about Radio OZ
(actually spelled "Radio AAHS"). I wholehearted;y agree that it is a
wonderful format and I would love to have an affiliate in Chicago.
It originates in Minneapolis Minn at WWTC radio, and is on ANIK-1 (I
believe) satellite. The LA affiliate is hardly a clear channel,
though. The 830 spot is 2500 watts days and 1000 at night. It is in
Orange Calif (KPLS). There is also an 850 in Thousand Oaks with
500/250 which also carries AAHS.
If you know of a dark station, or one nearly dark, let AAHS know.
They are adding affiliates right and left these days.

They didn't take him off the air. Larry Glick got a little too big
for his head a few years back(late '80s). He signed a 3-year deal with
Sconnix Broadcasting, then the owner of a rival WHDH-850 which was doing
all-talk.(Sconnix also owned WBOS-92.9FM, the last station to play country
music in Boston until it resurfaced on 2 stations earlier this year).
Anyway, after quitting 'BZ Larry stayed home for a year and collected
a 6-figure salary because of a non-compete clause in his 'BZ contract
which prevented him from working at a competing station in the same market...
Larry Glick always struck me more as a personality talkmaster(we have
plenty of those in Stern,Imus,Rush, Tom Leykis and Howie Carr) rather
than an intelligent conversationalist like David Brudnoy(WBZ,7pm-12am)
or Gene Burns(WRKO 8-11pm).
Needless to say, his WHDH years were a disaster as far as his ratings
went. His 'loyal' night-time WBZ audience didn't follow him to the left
of the dial. He was let go after his deal had ended and hasn't been on
the Boston air since... As far as I can tell, 'BZ is doing a hell of
a job with Bob Raleigh and Norm Nathan on overnights...
Back to WBZ :
As far as their new WBZ station promos/intros go, I personally don't care
one way or another. Just because some high-paid radio consultant in
Iowa decides that '50,000 watts of power' is an ear-catching lingo good
enough to be aired on a major AM station in Boston, it doesn't really
have to have make sense to the rest of us...'BZ is still a great station
at what they do and how they run things...
A little self-hype hasn't hurt anyone, especially, when the radio product
consistently remains to be of the highest quality...Guess where I'll be
getting my traffic updates "On The 3's" on Thursday morning while traveling
on Mass. TurnPike? Of course, by that time I'll be sitting in one big traffic
jam around Sturbidge,Mass with some of you...:-)

Larry hasn't been at BZ for years. He left for WHDH in the mid-80s,
and worked there for several years before retiring (semi-voluntarily)
about two years ago.
Larry's still living in Dedham, and is occasionally seen in local
theater productions.

On Friday, November 19, CBS owned WLTT (W-lite) dropped it's lite rock/
less talk format in favor of ....... OLDIES! Augh!! This city needs
another oldies station like it needs another Congressman. But that's just
my humble opinion. They're calling themselves ARROW 94.7. All Rock and Roll
Oldies (ARRO) from the 60's & 70's. They do offer variety that most oldies
or classic rock formats don't. I guess it's actually a marriage of the two
formats.
They kicked their format off with the Rolling Stones' START ME UP at 2 p.m.
Friday. They claim to play the best rock & roll oldies without the doo-wop
sounds. They'll play songs like Badfinger's FEEL LIKE MAKIN' LOVE which the
oldies stations won't touch. And they'll play Linda Ronstadt's WHEN WILL I
BE LOVED which the classic rock stations won't touch.
Will this format work? The almighty ratings will give us the answer in the
future. For me, 20 years is too limited. That means no Bruce Hornsby, no
Billy Joel songs after the GLASS HOUSES album and so on.
Arrow 94.7's competition is: WBIG oldies 100 FM; WXTR, Xtra 104 FM (oldies);
WARX oldies 106.9 FM; WCXR 105.9 FM (classic rock); WWDC 101.1 FM (classic rock
/rock).
The real kicker is how they handled their format change today. At 10 AM
they switched their music to Jazz & New Age. The female jock was reading
liner cards that said something like: "HERE'S THE REFRESHING MUSIC CHANGE
YOU'VE BEEN WAITING FOR ...... CD 94.7 FM". This continued until the 2 PM
switch to oldies. Needless to say, fans of the Contemporary Jazz and New
Age format were furious with this midday tease. The area lost it's full time
Contemporary Jazz outlet in June when WJZE was sold and the new owners
created WBIG and their oldies format. WRC TV covered the story on the evening
news and station management said the reason for the midday switch to Jazz was
just to throw off the competiton. The news story did not mention if any
staff members were let go.
