  6.   Sect. 1.      Full faith and credit shall be given in each State to the
  7.              public act, records, and judicial proceedings of every other
  8.              State.  And the Congress may, by general laws, prescribe the
  9.              manner in which such acts, records, and proceedings shall be
  10.              proved, and the effect thereof.
  11.  
  12.   Sect. 2.
  13.          1.     The citizens of each State shall be entitled to all
  14.              privileges and immunities of citizens in the several States.
  15.          2.     A person charged in any State with treason, felony, or other
  16.              crime, who shall flee from justice, and be found in another
  17.              State, shall, on demand of the executive authority of the State
  18.              from which he fled, be delivered up, to be removed to the State
  19.              having jurisdiction of the crime.
  20.          3.     No person held to service or labor in one State, under the
  21.              laws thereof, escaping into another, shall, in consequence of
  22.              any law or regulation therein, be discharged from such service
  23.              or labor, but shall be delivered up on claim of the party to
  24.              whom such service or labor may be due.

  26.    Sect. 3.
  27.          1.     New States may be admitted by the Congress into this Union;
  28.              but no new State shall be formed or erected within the
  29.              jurisdiction of any other State, nor any State be formed by the
  30.              junction of two or more States, or parts of States, without the
  31.              consent of the legislatures of the States concerned as well as
  32.              of the Congress.
  33.          2.     The Congress shall have power to dispose of and make all
  34.              needful rules and regulations respecting the territory or other
  35.              property belonging to the United States; and nothing in this
  36.              Constitution shall be so construed as to prejudice any claims of
  37.              the United States, or of any particular State.

  39.    Sect. 4.      The United States shall guarantee to every State in this
  40.              Union a republican form of government, and shall protect each of
  41.              them against invasion; and on application of the legislature, or
  42.              of the executive (when the legislature cannot be convened),
  43.              against domestic violence.
