  1.                            HOW TO SEND FOR QSL CARDS

  3. QSL cards are postcards, often colorfully printed, sent out by short wave 
  4. stations verifying reception of their signal.  A QSL card is a sort of "thank 
  5. you" sent by the station to a listener for giving information about how 
  6. well the signal is being received, and for showing interest in the programs. 
  7. Many SWL's (Short Wave Listeners) collect them in albums.
  8.  
  9. To request a QSL card from a station, identify the program listened to, 
  10. giving a few details of its content for verification, the time (in UTC) and 
  11. its frequency. Also include a SINPO report (see below). There are many books 
  12. available listing the addresses of international short wave stations, such 
  13. PASSPORT TO WORLD BAND RADIO and WORLD RADIO TV HANDBOOK (see BIBLIO.TXT), 
  14. and many times the stations themselves broadcast their addresses. Addresses 
  15. of a few of the better known stations are given at the end of this file. 
  16. Sending an International Reply Coupon (IRC) with your request will usually 
  17. expedite a reply and is a courtesy always appreciated by the staff of an 
  18. underfunded radio station in a poorer country. Be patient. It may take 
  19. months to get your QSL cards. Some stations may not even respond to your 
  20. requests, but many will.

  25. The international broadcasting community keeps time by a universally 
  26. accepted standard system, independent of local time zones. It was once 
  27. called Greenwich Mean Time (GMT), but has since been renamed Universal 
  28. Coordinated Time (UTC). The initials are from the French version of same, 
  29. Universel Temps Coordiné.

  31. To calculate UTC, add 5 hours to EST. Add one extra hour for each additonal 
  32. time zome westward (for example, 6 hrs. for CST, etc.). Subtract one hour if 
  33. you are using Daylight Savings time.

  37.                                THE "SINPO" SYSTEM
  38.

  40. The SINPO system is the internationally accepted method of making reception 
  41. reports when writing in for QSL cards.  SINPO is, of course, an acronym.
  42.  
  43. S = Signal strength
  44. I = Interference level
  45. N = Noise level
  46. P = Propagation [how often the received signal oscillates]
  47. O = Overall sound quality
  48.  
  49. For each of the above categories, report signal quality rated from 1 to 5 as 
  50. follows.

  52. 5 = excellent
  53. 4 = very good
  54. 3 = acceptable
  55. 2 = poor
  56. 1 = terrible
  57.  
  58. The category 'O', or overall sound quality is a summary of the other four, 
  59. but the rating for it may not exceed the lowest of the 'I' and 'N' category 
  60. ratings.  For example, if S=5, I=3, N=2, P=5, then O may not be greater than 
  61. 2.

  64. The information contained in SINPO reports from listeners helps broadcast 
  65. engineers at the station determine how well the signal is received in the 
  66. intended listening area. They can then decide whether to change broadcast 
  67. times, increase or decrease signal strength or modulation, etc.
