  23.      communes-Lowest administrative subdivision of which there were 141 in
  24. 1969. Administered by an elected mayor and council.

  34. Emancipation Movement.) Political party formed in 1959 with the goal of ending
  35. Tutsi rule. After the overthrow of the Tutsi monarchy, PARMEHUTU, under
  36. leadership of Gregoire Kayibanda, governed the country and, in 1969, was only
  37. active party.
