  4. A deal on European agriculture should clear the way for GATT
  5.

  7.     The issue on the table was oilseed production. But what turned
  8. the tables was the power and the quality of the grape -- from
  9. California, largely. On Friday, U.S. and E.C. trade
  10. representatives announced an agreement that reverses Europe's
  11. previous refusal to reduce oilseed production, which in turn
  12. should head off a transatlantic trade war. Ultimately at stake:
  13. a new General Agreement on Tariffs and Trade (GATT), which some
  14. say could generate a trillion dollars in trade over the coming
  15. decade.

  17.     By consenting on oilseeds, the E.C. beat a Dec. 5
  18. deadline, when U.S. tariffs would have tripled the cost of
  19. European white wine. Had American white wine not provided such
  20. a clear market alternative to imports, the stalemate might have
  21. disintegrated into a costly battle of tariffs. Though French
  22. President Francois Mitterrand, who must still face his nation's
  23. angry farmers, may balk at the agreement, U.S. President George
  24. Bush hailed the accord as a "breakthrough" that would bring a
  25. "comprehensive, global and balanced agreement" on trade that
  26. much closer for the 108 nations participating in GATT's Geneva
  27. negotiations. The Americans have cause to celebrate, perhaps
  28. with a glass of California Chardonnay.
