  7.     Remember all of those whiz-bang close-ups of smart bombs
  8. zeroing in on Iraqi targets during the gulf war? Satellite data
  9. helped pinpoint the targets. But the Navy complains that owing
  10. to shortcomings in communications, the Air Force was able to get
  11. most of the data -- as well as the glory -- while Navy personnel
  12. were stuck with a limited role because they could receive only
  13. a tiny fraction of the vital information. As part of a plan for
  14. a sweeping reorganization of U.S. intelligence, CIA Director Bob
  15. Gates now says he will fix the mess so that all services have
  16. ready access to such intelligence data in the future.
