  7.     You know things are bad when folks at the White House
  8. joke about the good old days under Sununu. SAM SKINNER is
  9. taking some heat for the current drift at Bush Central. The
  10. White House chief of staff met with top Bush operatives last
  11. week to discuss leaks, a phenomenon with which some of those in
  12. the room certainly have a passing acquaintance. Assuring the
  13. group that he assumed none of them would ever leak, Skinner
  14. asked them to help stop unauthorized chatter. Some left the
  15. meeting shaking their heads. Many of the most damaging comments
  16. from Administration insiders of late have concerned the lack of
  17. a coherent Bush re-election strategy. Stopping the leaks won't
  18. solve the problem. While the Democrats are shooting it out,
  19. Bush's troops are concerned that he's wasting time and missing
  20. opportunities. Said one who attended the meeting: "There simply
  21. is no discipline. George Bush is probably going to win, but
  22. he'll win by default."
