  4.     The formal result of the meeting was a bland resolution
  5. urging expansion of United Nations peacekeeping efforts. But the
  6. mere fact that the first ever summit meeting of the Security
  7. Council convened testified to the U.N.'s growing clout. Of the 15
  8. members, 13 sent heads of government; two grabbed the spotlight.
  9. Russian President Boris Yeltsin was trying to shed his image as
  10. a hard-drinking oaf. Chinese Prime Minister Li Peng was trying
  11. to shed his pariah status as the Butcher of Beijing.

  13.     Yeltsin came across as a serious statesman, repeating
  14. sweeping disarmament proposals and adding an intriguing
  15. suggestion: a global missile-defense system that would blend
  16. Russian defense technology into the U.S. Star Wars program.
  17. Having just decreed the release of the last 10, he boasted that
  18. "there are no more prisoners of conscience in free Russia." But
  19. if Yeltsin earned high marks, Li barely passed. Despite support
  20. in the final summit declaration of "respect for human rights,"
  21. Li denounced such concerns as "an excuse" for interference in
  22. a country's internal affairs.
