  17. <p>    George Bush seems to have found the position of Secretary of
  18. Energy the hardest to fill in the entire top rank of his
  19. Administration. Not until last week did he announce the last of
  20. his 14 Cabinet appointments, but then his choice drew much
  21. praise. His selection: retired Admiral James Watkins, 60, an
  22. expert on nuclear power, former Chief of Naval Operations and
  23. once a long-shot prospect to become father-in-law of Britain's
  24. Prince Charles (Watkins' daughter Laura Jo had a romance with
  25. the Prince before marrying an American actor). Watkins' last
  26. Government job was as head of Ronald Reagan's AIDS commission;
  27. he showed a gift for drawing agreement from people with very
  28. diverse views by coaxing a surprisingly compassionate report
  29. out of a sometimes quarrelsome group. Watkins' flexibility will
  30. be sorely tested in his new job. His biggest task will be to
  31. develop a strategy for resuming nuclear-weapons-fuel production
  32. and simultaneously cleaning up the fearsome pollution caused by
  33. now closed weapons plants -- so far without access to anything
  34. like the tens of billions of dollars in funding that will
  35. eventually be required.
