  18. <p>    Bundled in gray garbage bags, 100 young men from Central
  19. America spend the night dozing against the brick wall of an
  20. Immigration and Naturalization Service center in Harlingen,
  21. Texas. On a muddy field in nearby Brownsville, 75 families
  22. endure a driving rainstorm crouched under plastic sheeting. At
  23. an abandoned hotel, children shiver around wood fires and try to
  24. sleep in cold, gutted rooms under mounds of donated blankets. By
  25. official estimate, at least 5,000 refugees from war and
  26. deteriorating economies in Nicaragua, El Salvador, Honduras and
  27. Guatemala have been stranded in South Texas since the INS last
  28. month directed applicants for political asylum coming through
  29. the Rio Grande Valley to stay there until their cases are
  30. decided. The jam eased temporarily last week when a federal
  31. judge lifted the travel ban and hundreds of aliens boarded
  32. buses for Miami, Houston and Los Angeles. But hundreds more had
  33. no money to go anywhere. And the INS is trying in court to
  34. reimpose the travel ban. Ironically, its aim is to lessen
  35. pressure on other communities such as Miami, where Nicaraguan
  36. aliens are camped in a baseball stadium and Mayor Xavier Suarez
  37. is pleading for an emergency meeting with the President.
