  4.     F.C.C. RULES AND REGULATIONS

  8.       STATION CLASSIFICATION 
  9.     
  10. AM Classification    
  11.  
  12. Class 1.  Class  1  stations  are  clear
  13. channel stations with power not  exceed-
  14. 50 kw. Their  frequencies  are protected
  15. from onterference up to 750 miles.
  16.  
  17. Class 2.  Class  2  stations  are  clear
  18. channel stations with power ranging from
  19. 50 kw to 250 kw. All  class  2  stations
  20. must alter their signals at sunset so as
  21. not to interfere with class 1 stations.
  22.  
  23. Class 3.  These are stations  with  less
  24. coverage area than Class 1 or 2 stations
  25. These stations are  assigned up to  5 kw
  26. ERP (effective radiated power).
  27.  
  28. Class 4.  Here are stations that operate
  29. at 1kw or lower. These stations  have to
  30. sign off at sunset by law.

  32.  
  33. FM Classification
  34.  
  35. Class C.  These are the most powerful of
  36. all FM stations.  Stations in this class
  37. may be assigned a maximum ERP of 100 kw.
  38. and a tower height of 2000 feet.
  39.  
  40. Class B.  Class B stations operate up to
  41. 50 kw. The class B tower can  not extend
  42. beyond a height of 500 feet.
  43.  
  44. Class A.  Class A  station  can not have
  45. an ERP in excess of 3 kw., and the tower
  46. can not exceed a height of 328 feet.
  47.  
  48. Class D   This is set aside for  non-com
  49. mercial stations with 1o watts ERP.
  50.  
  51. Class C1  These stations may transmit up
  52. to 100 kw. ERP with  antennas not to ex-
  53. tend 984 feet.
  54.  
  55. Class C2  These stations may transmit up
  56. to 50 kw.  ERP  with antennas not to ex-
  57. tend 492 feet.
  58.  
  59. Class B1  These stations may transmit up 
  60. to 25 kw.  ERP  with antennas not to ex- 
  61. tend 328 feet.
  62.  
  63.            ENGINEER'S DUTIES
  64.    
  65.    The FCC  requires that  all  stations 
  66. designate someone as a chief engineer. A
  67. chief engineer is responsible for all of
  68. the station's technical operations.
  69.    Equipment repair, weekly  inspections 
  70. and transmitter calibrations are all the
  71. tasks of the chief engineer.
  72.    Other duties  of the  chief  engineer 
  73. include training technicians, monitoring
  74. radiation levels, and  keeping track  of
  75. station logs.
  76.  
  77.             STATION LOGS
  78.    All stations must keep an engineering
  79. log. This document is to be kept on file
  80. for two years  from it's inception.  The
  81. station log  must contain  the following
  82. information:
  83.       1. Transmitter output
  84.       2. Changes in output
  85.       3. Tower Light Malfuctions
  86.       4. EBS Test Information
  87.       5. Operator on duty signatures.
  88.    
  89.    Entries  must  be made in the station 
  90. log  either  manually by a properly lic-
  91. ensed operator  in  actual charge of the
  92. transmitting devices.
  93.    Indications of  operating  parameters
  94. that are required to  be logged must  be
  95. logged  prior to  any adjustment  of the
  96. equipment. Where adjustments are made to
  97. restore parameters to thier proper oper-
  98. ating values,  the corrected indications
  99. must be  logged and  accompanied, if any
  100. parameter deviation was  beyond the pre-
  101. scribed tolerance, by a notation descri-
  102. bing the nature of the corrective action
  103. Indications of all parameters whose val-
  104. ues are  affected  by the  modulation of 
  105. the carrier, must be read without modul-
  106. ation. The  actual time  of  observation
  107. must be included in each log entry.
  108.  
  109.            EBS WARNINGS
  110.  
  111.    All  stations  are  required to run a
  112. test of the E.B.S ( Emergency  Broadcast 
  113. System) at least once a week.  This test
  114. is to be conducted and the results of it
  115. are to be logged on the station log. The
  116. date, time, and test result is to be put
  117. on the  log along  with the initials  of 
  118. Operator  on  Duty. Any  failures of the 
  119. EBS test are to be noted on the log.
  120.    All EBS test warnings that  are aired
  121. are to be accompannied with a disclaimer        
  122. stating that the test is in fact a test.
  123.    When a Weather Watch is reported to a
  124. station, this is where conditions are in
  125. a favorable position for  the condition.
  126. No further  action is needed  by the fa-
  127. cility. However if the announcement is a
  128. Warning, the EBS  tones must  be sounded
  129. and the announcement must  be made. This 
  130. is to be properly logged.
  131.  
  132.                LICENSE
  133.  
  134.     a. The stations license and or other 
  135. instrument  of   station   authorization  
  136. shall be posted  in a conspicuous place,  
  137. and in such a manner that  all terms are
  138. visible at the  place the licensee  con-
  139. siders to be the principal control point
  140. of the transmitter. At all other control
  141. or  ATS  monitoring and  alarm points  a
  142. photocopy of the station  of the station 
  143. license and  other authorizations  shall 
  144. be posted.
  145.     b. The operator license of each sta-
  146. tion operator employed full time or part
  147. time or via a contract, shall be perman-
  148. ently posted and shall remain posted  so
  149. long as the operator is employed by  the
  150. licensee.  Operators employed at  two or
  151. more  stations that  are not  co-located
  152. shall  post  their operator  license  or 
  153. permit at  one of  the stations,  and  a 
  154. photocopy  of the  license or  permit at
  155. each other station. The operator license
  156. shall be posted where the operator is on
  157. duty either:
  158.       
  159.   (1) At the transmitter
  160.   (2) At the extension meter location
  161.   (3) At the remote control point
  162.   (4) At the monitoring and alarm point
  163.  
  164.     c. Posting of the operator's license
  165. and the stations license,  and any other
  166. instrument  of  authorization  shall  be 
  167. done by affixing the licenses to  a wall
  168. at the posting location, or by enclosing
  169. them in a binder or  folder which is re-
  170. tained at the posting  location, so that 
  171. the documents will be  readily available
  172. and easily accessible.
