I hate to jump into the middle of this mess, but with so much confusion
how I can help myself :-). As a CD-ROM publisher I have to be aware of
many of these issues.
One of the things copyright ownership includes is the right to say how
and where your work may be distributed. This includes being able to post
it all over the world for free access but still restricting it from being
distributed commercially. There is no contradiction as suggested by Walt
Perko. There are any number of instances in which this is currently being
done. Naturally we CD publisher's wish it were otherwise, but it just ain't
so. Columbia University takes this position with Kermit, NCSA with Mosaic,
and several others.
