The powers that be don't exist yet (or anymore, depending on how you look
at it). Yes, the government is still in "control" of a large portion of
the Internet, but they are most certainly not the most influential. The
"powers that be" would have to be each individual site on the net
speeding things up for themselves and their close neighbors, and every
other site doing the same... and that'll cost money. Not every site will
pay for these "upgrades," so there will be log jams all the time once
things get around to a slow point.
Point is, you probably won't get what you want by just asking for it.
