  4. Laws often fail to stop intentional spread of HIV virus

  7.     HIV-infected blood has become perhaps the most difficult of
  8. deadly weapons to control. Those who wield it often strike
  9. without warning or remorse. Parolee Terry Boatwright, facing
  10. accusations that he had raped and also injected his
  11. ex-girlfriend with his own tainted blood because he wanted her
  12. to know what it was like to live with HIV, shot himself to
  13. death during a standoff with Escambia County (Florida) sheriffs
  14. on Nov. 28. Two days later, a Portland, Oregon, judge sentenced
  15. Alberto Gonzalez to 113 months in prison for having unprotected
  16. sex with a 17-year-old girl last year and giving her marijuana.
  17. Gonzalez knew he had the AIDS virus since 1988.

  19.     More than 25 states have laws on the books making it a
  20. misdemeanor or felony for an HIV-positive person to spread the
  21. virus through methods ranging from sexual contact to the
  22. splattering of blood. In Louisiana the malicious transmission of
  23. the AIDS virus carries a maximum punishment of $5,000 and 10
  24. years in prison -- last month, for the first time, a man was
  25. prosecuted and convicted under the law. Lawrence Gostin, head of
  26. the U.S. AIDS Litigation Project, recommends education and
  27. counseling for HIV-infected people to convince them that they
  28. have responsibility to tell others about their condition: "I
  29. don't believe for a minute that harsh criminal punishment is
  30. making people change their behavior."
