  7.     All conservationists want to preserve the Ndoki, but
  8. they're not all convinced that the current plan is the right
  9. way. Will the proposed park encompassing 450,000 hectares (1.1
  10. million acres) in the forest core be a safe refuge? Or will it
  11. bring hordes of loggers, developers and tourists into the
  12. surrounding territory?

  14.     Most controversial is the involvement of the World Bank,
  15. which administers the Global Environment Facility, the Ndoki
  16. park's main sponsor. The bank has been notorious for financing
  17. ecologically damaging dams, highways and other grandiose
  18. projects all over the globe. Even park proponent Michael Fay
  19. admits that asking the bank to protect a pristine area is "a
  20. little like giving a bank robber a million dollars to install
  21. your security system."

  23.     But Fay says criticism has spurred the World Bank to mend
  24. its ways. And on close inspection, many of the concerns about
  25. the bank's role turn out to be unfounded. For instance, critics
  26. such as Greenpeace have argued that the Ndoki park proposal is
  27. linked with a loan to Congo that would promote logging. In fact,
  28. there is no linkage, and the loan has been tabled because Congo
  29. is behind on paying debts. Opponents have also contended that
  30. plans for building a road and improving the navigability of the
  31. Ndoki River will open the area to those who would exploit it.
  32. The feared road, however, is only a Wildlife Conservation
  33. International project to improve marginally a dirt path for
  34. moving supplies, and the proposal to clear vegetation from the
  35. river is simply a WCI plan to remove some fallen trees so that a
  36. pirogue can travel between research camps.

  38.     Fay concedes that the plan involves compromises and
  39. depends on the future good faith of the Congolese government,
  40. which is currently racked by turmoil and corruption. Once Congo
  41. elects a new government, the strong arm of the World Bank could
  42. prove helpful in ensuring that the country honor agreements
  43. prohibiting any economic activity in the core area.

  45.     The most delicate issue is how to prevent the region from
  46. being overrun by immigrants. Scientific research and limited
  47. tourism will provide job opportunities for some of the 250
  48. Pygmies who live in nearby Bomassa, but probably not enough to
  49. attract a large wave of newcomers. Of the three merchants who
  50. moved into Bomassa anticipating a boom, two have already
  51. relocated in disappointment. That's just fine with the park
  52. advocates, whose purpose is not to create new fortunes but to
  53. save the Ndoki's irreplaceable natural treasures. -- E.L.
