  4. Bush switches signals on the Haitian boat people

  7.     President Bush may have unwittingly coined himself a new
  8. campaign slogan: "Read my lips. No new Haitians." That was the
  9. message he sent last week as he changed policy on the boat
  10. people who have been fleeing the island nation in droves since
  11. President Jean-Bertrand Aristide was overthrown last September.
  12. From now on, the Coast Guard will force Haitian refugees it
  13. finds on the high seas to return home; if they want political
  14. asylum in the U.S., they can go apply at the embassy. This came
  15. less than a week after Bush declared that the boat people who
  16. had previously been rescued and taken to the U.S. naval base at
  17. Guantanamo Bay, Cuba, would be left to fend for themselves
  18. unless they were in imminent danger of sinking. The
  19. Administration also announced that the refugee camp at
  20. Guantanamo, where 11,000 Haitians remain, will be shut down.
  21. Those who aren't granted asylum in the U.S. will be sent back
  22. as well.

  24.     The President has insisted all along that many of the
  25. Haitian refugees are fleeing economic conditions, not political
  26. oppression, yet he has labeled the military dictatorship in
  27. power there an "illegal regime," and has imposed an embargo on
  28. any ship that has docked in Haiti. Political violence is
  29. increasing in Port-au-Prince. The Administration, acknowledging
  30. that Haitians seen making proper requests for asylum at the
  31. embassy may be in danger, announced that it will send officials
  32. out into the countryside to take applications. A partial list
  33. of those condemning U.S. refugee policy: the Anti-Defamation
  34. League, the N.A.A.C.P. and the U.N. High Commissioner for Refu
  35. gees.
