  7.             Praetor, this is the man known
  8.             as Sloan. Unlike the Doctor, his
  9.             mind is quite susceptible to our
  10.             data retrieval methods. Under
  11.             questioning, he has confirmed
  12.             much of what the doctor and the
  13.             senator have told you. With one
  14.             important exception.
  15.                 (beat)
  16.             There is no Section Thirty-one.
  17.  
  18.     That gets everyone's attention.
  19.  
  20.                     KOVAL
  21.             Sloan, in fact, works for
  22.             Starfleet Intelligence. Far from
  23.             being the master of a rogue
  24.             agency, he is simply one of many
  25.             operatives in the employ of the
  26.             Federation. He's had a long
  27.             career, most of which is still
  28.             unknown to us. However, there is
  29.             one interesting element that we
  30.             do know -- he was the protege of
  31.             The late Vice Admiral Fujisaki.
  32.  
  33.     Sloan lifts his eyes and focuses on Koval. They
  34.     burn with hatred. Bashir feels like the walls are
  35.     closing in on him -- what the hell is going on here?
  36.  
  37.                     KOVAL
  38.             Sloan did not take the death of
  39.             his mentor well. He came to
  40.             believe that he was murdered --
  41.             by the Tal'Shiar. In his eyes,
  42.             the assassination of a Starfleet
  43.             admiral was... "stepping over the
  44.             line."
  45.                 (to Sloan)
  46.             Isn't that the phrase?
  47.  
  48.     Sloan glares at him, unwilling to respond.
  49.  
  50.                     KOVAL
  51.             After Fujisaki's death, he was
  52.             confronted with a dilemma: how
  53.             could he seek vengeance without
  54.             violating Federation law? His
  55.             answer was to invent Section
  56.             Thirty-one -- a "rogue"
  57.             organization that answered to no
  58.             one.
  59.
