  12.             have made themselves quite clear. 
  13.             Two-thirds of the Rakantha wheat 
  14.             harvest has been destroyed by 
  15.             floods. Earthquakes have 
  16.             devastated Kendra Province, 
  17.             leaving hundreds homeless. 
  18.             Bajorans are suffering because of 
  19.             you. They're paying the price for 
  20.             your act of sacrilege.

  22.     As if to emphasize her words, the LIGHTS IN THE ROOM 
  23.     DIM and the MONITORS FLICKER. This time, they don't 
  24.     recover, and the room stays dark. Sisko is reaching 
  25.     for his combadge, when Odo's voice comes over the com 
  26.     system.

  49.     Sisko and the Kai ENTER from the turbolift opposite 
  50.     Security to find Odo and FOUR DEPUTIES looking down the 
  51.     Promenade. The LIGHTS here are also DIMMED, as if 
  52.     competing with something else for power. The monitors 
  53.     all show STATIC.
  54.  
  55.     Strangely, a LIGHT BREEZE blows through the Promenade, 
  56.     causing the BANNERS hanging from the ceiling to flutter 
  57.     softly.
