  12.             Station Log:  Supplemental.  Legate 
  13.             Turrel has arrived aboard the station 
  14.             to resume the negotiations.  Vedek 
  15.             Bareil suggested that I sit in on 
  16.             the talks as an impartial observer, 
  17.             and Kai Winn has agreed.
  18.  
  19. 22   INT. WARDROOM
  20.  
  21.     Winn is sitting across the table from LEGATE TURREL, a 
  22.     Cardassian member of the Central Command.  Sisko is sitting 
  23.     at the end of the table, between the two of them.  Winn is 
  24.     trying to be a diplomat here, but her deep-seated hatred of 
  25.     the Cardassians is still bleeding through.  For his part, 
  26.     Turrel has no love for Winn and is contemptuous of her lack 
  27.     of diplomatic skills.  Sisko is trying his best to keep the 
  28.     discussions moving.

  30.                     TURREL
  31.                 (patient)
  32.             Perhaps you didn't hear me.  There 
  33.             are no Bajoran prisoners left in 
  34.             Cardassian hands.
  35.  
  36.     Winn glares at him, but manages to restrain her temper.
  37.  
  38.                     SISKO
  39.                 (quickly)
  40.             Maybe we should redefine our terms.
  41.                 (to Turrel)
  42.             Perhaps there are no official 
  43.             prisoners... but could there be a 
  44.             number of, shall we say... detainees?

  46.     Turrel takes that in for a moment.

  50.             There are, of course, people being 
  51.             detained in the Justice Ministry for 
  52.             crimes against the state.
