  1.    ■   The chart above indicates:

  3.      - the industrial vacancy levels in North Etobicoke are
  4.        higher than the G.T.A. average;
  5.  
  6.      - the existing vacancies are the result of contraction of
  7.        industry as new supply of inventory was slowing down
  8.        significantly over 1990 and 1991;
  9.  
  10.      - at the present, there is more space for sale than for
  11.        rent in North Etobicoke, a further indication of
  12.        established industry leaving the study area; and
  13.  
  14.      - the highest level of vacancy occurs in the Central Area
  15.        of North Etobicoke, representing the oldest established
  16.        industries with the most outdated building stock.

  18.    ■   The Land Inventory remains unchanged over 1990 - 1991
  19.        with virtually no sales taking place from an offering
  20.        inventory of approximately 150 acres of serviced land.

  22.    ■   Price trends show declines in all categories amounting
  23.        to a five-to-seven year low for leased space and a 30 -
  24.        40% reduction, from the 1989 high for sales.  Land
  25.        value estimates are also 30 - 40% below the 1989 prices
  26.        and can be supported from sales statistics.  The above
  27.        price trends are consistent with the overall G.T.A.
  28.        experience.

  31.    ■   Expectations of Recovery of Market Activity in Rexdale
  32.        must be viewed in the light of two negative factors in
  33.        force, namely, the existence of an aged and outdated
  34.        building inventory (particularly in the Central Area 2)
  35.        and the high realty tax (and consequent additional
  36.        business tax component) structure in place.

  38.    ■   It is expected that future demand and absorption will
  39.        by-pass North Etobicoke and will locate primarily to
  40.        the west and north for this reason.
