Gramm and others.

Friends,

Gramm, who has been endorsed by the NRA, continues to claim he is a
friend to gunowners. The NRA does not mention that they have been
BOUGHT OFF by the enourmous amount of money Gramm has funneled into
their organization and that several of his cronies are NRA board
members!

Larry Pratt, Executive Director of Gun Owners of America has endorsed
Pat Buchanan and is doing everything in his power to inform gunowners
about Dole and Gramms support of the gun-grabbing crime bill which
includes the Feinstein Gun Ban. Gramm also voted for the
anti-terrorist (read anti-second amendment) bill, S. 735. Which
increased the BATF budget by $100 million.

Phil Gramm helped Gorbachev raise funds here in our country so he
could run for President in the re-established Soviet Union. Gramm
hired Gorby in 1993 to speak at a Senate Inner Circle
fundraiser...paid him $50+ thousand ....also helped him establish his
Gorby Foundation in Frisco (W.Times 11/5/93)

I have been going to EVERY Gun Show, Gun Shop here in Iowa trying to
alert gunowners. (That's partially why I havent been doing the
Updates or adding info to Pat's page). I went into a gun shop
yesterday and the owner started yelling at me for lying about Gramm.
He said he had called Gramm HQ and they said the Buchanan people were
spreading lies! So I asked him to call them again and I got on the
other phone to listen. Sure enough the Gramm camp said it was all a
smear campaign. Then I called while the gun shop owner listened on
the other phone. I was VERY polite, said I was a Gramm supporter but
was confused by the info I had received from the Buchanan camp. They
again said it was all lies. I pressed him further, quoting Bill
numbers, newspaper articles, dates and exact qoutes from Gramm. They
hung up on me!!! Still unsure, the shop owner called them back, this
time asking for specifics...they hung up on him!!!!

The next few minutes was amazing. The gun shop owner had stacks of
Gramm info on his counter. He picked it all up, carried it outside
and threw it in the dumpster!!!! He tore up his Gramm signs and threw
them in too. Then he tried to burn them with matches but it was so
cold (it's minus 20 degrees here) he couldnt get them to burn!

This gun owner now has stacks of Pat Buchanan literature and Buchanan
for President signs ALL OVER his shop!!!! He also goes to the gun
shows and will pass out litrature for Pat as he travels through
several states!

I have never been so proud of getting one vote for Pat as I am in
this instance. That one vote will reach so many others.

So please, if you are concerned about our Right to Keep and Bear
Arms, go to the gun shows, gun shops, shooting ranges and get the
facts out. Print out the info from Larry Pratt, and all the other
Second Amendment stuff I have on Pat's web site. Make copies and give
this info to everyone.

Remember Pat Buchanan has pledged to sponsor and support ALL efforts
to:

*Repeal the Crime Bill
*Repeal the Assault Weapon Ban
*Repeal the Brady Bill
*Dismantle the BATF
*Veto ANY law that infringes on the RKBA

Note to: Voters in Iowa and Louisiana - Please join with us -- the Buchanan

To recognize the heroic sacrifice of the Special Agents of the
Bureau of Alcohol, Tobacco and Firearms in Waco, Texas.

Whereas Special Agents Steve Willis, Robert J. Williams, Conway
LeBleu and Todd McKeehan, of the Bureau of Alcohol, Tobacco and
Firearms, were killed by hostile gunfire in the performance of a
heroic effort to disarm a hostile cult and to protest the lives of
innocent persons, including children, living in its compound;

Whereas these men, along with 15 other special agents who were
wounded during this confrontation, were members of the Bureau of
Alcohol, Tobacco and Firearms elite Special Response Teams, whose
members are highly-trained and experienced in the execution of
high-risk operations;

Whereas such Special Response Teams have been deployed over 230
times in the past year with no injury to any agent, including during
a highly-publicized siege involving a fugitive white supremacist and
during the Los Angeles civil disturbances in 1992;

Whereas 182 special agents of the Bureau of Alcohol, Tobacco and
Firearms have been killed in the line of duty since prohibition; and

Whereas the men and women of the Bureau of Alcohol, Tobacco and
Firearms mourn the loss of their brother officers, but maintain
discipline and a commitment to the protection of our citizen at the
risk of their own lives on a daily basis; Now, therefore, be it

    How much crime starts when the police arrive?

    Statistics show violent crime is down all over.
  But despite that, the headlines and TV news seem to be full of almost
daily shoot-outs between police and "bad guys."
  Before we conclude we need to hire more cops and give them even more
unconstitutional powers, news consumers have a duty to ask an important
question: were these men "dangerous criminals" before there homes were
invaded, or before they were stopped and bothered on the highway?
  If police get into a gun battle while trying to arrest a culprit who's
trying to escape after robbing a bank, the risks they take can indeed be
heroic, and deserve praise.
  But what about the shooting which put two police officers and homeless
cripple Miguel Angel Gomez, 44, of tiny Fallon, Nevada, in the hospital on
Jan. 19?
  Gomez, who survived on disability checks and walked with the aid of
crutches, was apparently living out of his car in the small farming town
380 miles northwest of Las Vegas.
  On the Friday afternoon in question, he was parked at the local exit off
Interstate 15, holding a sign that read: "Need gas."
  State Trooper Antony Skordoulis pulled over at 4:11 p.m. "The officer was
trying to help a motorist," says state Highway Patrol spokesman Steve
Harney.
   Maybe. After Trooper Skordoulis ran a "wants and warrants" check on
Gomez' license plate and it came up clean, the Harney states the trooper
told Gomez he would have to pat him down before going for gasoline.
  Really? Would a middle-aged white woman in a new-model car be "patted
down" in this circumstance?
  To protect himself on the edge of the Nevada desert, Mr. Gomez, perhaps a
worthless bum, perhaps just "down on his luck," owned a handgun, which was
concealed on his person. His right to bear such an arm is guaranteed by the
2nd and 14th Amendments to the Constitution. In Vermont, where no permit is
required to so carry a weapon, this "tragic situation" would never have
developed.
  But what do you suppose went through Mr. Gomez's mind when he was told to
turn and face the car for a search? The officer was going to find this
crippled hobo's weapon, for which he obviously couldn't afford the costly
rigamarole of acquiring a permit, which in Nevada would include driving to
Las Vegas for multiple marksmanship classes - even assuming the state
bureaucrats wouldn't find some excuse to turn down his application, and
seize his weapon for good measure.
  Once his weapon was found, Mr. Gomez would be arrested. Not being a
pillar of the community and unable to afford bail, he might rot in jail for
some time. By the time he got out, both his pistol and his car - the last
things he apparently owned in the world - would be beyond recovery. The
towing and "storage" fees alone would guarantee that.
  So Mr. Gomez drew his gun and fired, wounding Trooper Skordoulis in the leg.
  Skordoulis dove for cover and returned fire, informing dispatchers that
Gomez was "hopping toward the patrol car" without his crutches. When the
gunman couldn't get the patrol car running, the officer's "assailant"
hopped back to his own vehicle and locked himself inside.
  SWAT units arrived and drove Gomez from his car by shooting tear gas
grenades into the vehicle. Gomez shot one of the SWAT officers in the
armpit, and was himself shot in the head and chest.
  Trooper Skordoulis was treated for two gunshot wounds to the leg and is
doing fine. The Las Vegas SWAT officer was not identified, and his
condition was not immediately known. Mr. Gomez was in critical condition
the next day in a Las Vegas hospital, on life support, with gunshot wounds
to the head and chest. He was charged, of course, with "attempted murder of
a police officer."
  Who's responsible?
  Does anyone believe Mr. Gomez had worked out a complicated plot to hitch
a ride in a state trooper's patrol car, at which point he would pull his
hidden gun, shoot or kidnap the officer, and make his getaway in the
black-and-white?
  I don't think so.
  Was it a sensible precaution for Trooper Skordoulis to pat down Mr. Gomez
before offering him a ride? Possibly. Except that it's highly unlikely he
intended to offer him a ride. Troopers use their radios to call tow trucks
to deliver gasoline.
  No, all these injuries are the fault of the Nevada state legislators who
made reaching for his gun the last chance Mr. Gomez had to preserve his
liberty - the lawmakers who violated the Second Amendment by passing a law
against carrying a concealed weapon without a permit.
  The proper response of a peace officer upon discovering someone is armed
near sundown in an isolated location is to say: "and darned smart of you,
too, sir. Now be sure and handle that weapon safely, and have a good
evening."
  This case is not unique. On Dec. 30, 19-year-old Daniel Jimenez tried to
make a getaway in a stolen police car in downtown Las Vegas after cops
pulled him over on a "routine traffic stop." Finding a handgun and a small
quantity of drugs after a warrantless search, Vegas cops handcuffed the
limber young man and told him his car was being seized. The young man
slipped the handcuffs under his feet and drove away in the police car. An
officer was dragged down the street hanging onto the door, firing his
service revolver into Jimenez, who ended up - of course - in critical
condition on life support, and charged with "attempted murder of a police
officer."
  But again, the man who was shot after having all his worldly goods seized
had not been a fleeing bank robber. He'd been pulled over on a minor beef
by officers anxious to find drugs and guns and seize another car -
punishments out of all proportion to the alleged "offenses."
  There is no "lawless underclass" creating all this mayhem. These folks
need their handguns to provide the protection for which they know they
can't depend on the police. (The courts have held you can't sue the police
for failing to protect you.)
  Lay the blame for this mayhem at the feet of the lawmakers in the fancy
$500 suits at the state capital. They figure someone else will always take
the bullets for their unnatural sexual assaults on the Constitution, while
they win perpetual re-election by claiming to be "tough on crime."

"Next Tuesday, I like many Republicans in Louisiana, will vote in
the Louisiana Republican Caucus to decide the Republican nominee. I
will cast my vote for Pat Buchanan.

Republican voters of Louisiana. While his opponents are good people,
I find that I agree with Pat Buchanan more, particularly on his
willingness to speak out to change the federal court system by

Buchanan wins Alaska with 32% of vote!

First election contest of '96 deals blow to Dole, Gramm and Forbes.

McLean, VA -- Republican presidential candidate Patrick J. Buchanan
won the first vote contest of the 1996 presidential campaign.
Buchanan won the Alaska caucus with 32.7 percent of the vote,
winning a key early victory in the '96 season. The results were a
blow to the Dole, Gramm, and Forbes campaign, all of which put in a
substantial effort to gain an early victory.

Alaskans voted in a three-day caucus throughout the state from
January 27-29, structured along the same lines as the Iowa caucuses.
Alaskan elecion officials told CNN that voter turnout was "unusually
high." The Alaska contest was a key early test of strength for
candidates looking to emerge from a field of eight GOP contenders.

"This is an early victory for our campaign in the first real vote
test in the '96 elections. The two GOP outsiders won the day, but
our ground troops won a decisive victory over Steve Forbes' air
corps." said Buchanan campaign chairman Angela "Bay" Buchanan.

Buchanan visited Alaska twice and did some mailings and advertising,
compared to Forbes who also campaigned in the state and spent
heavily on advertising and phone banking. Dole phone banked and
mailed heavily, but did not visit Alaska (Mrs. Dole campaigned in
the state). Despite these efforts, Dole came no where near his
national poll numbers. Gramm campaign chief Charlie Black recently
told the conservative weekly Human Events that Gramm was expecting
"nothing lower than second place" in Alaska. Gramm was heavy on
radio and in the mail. He even took out an 11th hour appeal in the
Anchorage Daily News.

Ms. Buchanan said the caucus victory demonstrates that "Pat Buchanan
can defeat both the career politicians and the very wealthy
outsiders." She concluded: "By beating Gramm by 4-1 and Dole by 2-1
the message to Louisiana and Iowa caucus goers is that Pat Buchanan
is the only conservative candidate who can defeat Bob Dole and Steve
Forbes. The message to social conservatives is that there is now
only one candidate who shares their view, who can go the distance
and defeat the pro-choice Forbes and the questionably pro-life Bob
Dole."

5-    If we are REALLY concerned about firearms safety for young people, let's
put firearms safety training in the public school system. If we want to
encourage safety firearms storage, let's give a tax exemption for gun locks,
or a tax credit. We can also encourage the dealer to provide an
informational publication about firearms safety with each purchase.

USSC has offered amendments to SB93 which would replace the "Locking Device"
language with "Firearms Safety Information".

Your Action Required:
Start calling the Senate phone Monday morning, 12-Feb-96  at 7:30am at
[phone] or FAX at [phone] and leave a message for your Senator.
Urge them to support the  "Firearms Safety Information" amendments to SB93
in place of  the "Locking Device" language.   Even if you have already
called, please call again.  The Senate will begin floor action at 9:30am, so
call early!

May this find you well.  I hope the Holidays have passed pleasantly for you
and yours.  I refer to your letter of 20 December to D.I. Sill (of Monroe,
Iowa), a copy of which you mailed to me.

We may have misunderstood each other's body language, but I had the distinct
impression that you did not want to speak with me.  In any case, my
conclusions about Tanya Metaksa's speech were reached only after several
persons came up to me and commented at the harsh language with which she
referred to JPFO, Inc.

I am aware, and did and do appreciate, your 20 November 1992 Shotgun News
column on "Gun Control": Gateway to Tyranny.  In that column, and in your
letter, you are quite explicit that some arguments can best be made by Jews,
while others can best be made by Gentiles.  This is true only in one narrow
respect.  If JPFO criticizes a Jewish person or group for supporting "gun
control", JPFO cannot realistically be accused of being anti-Semitic.

Apart from that, our research - especially our finding that "gun control"
clears the way for genocide - can be used by anyone.  It is generally accepted
as a fact that the Nazis murdered more Gentiles than Jews, and that Gentiles
were the overwhelming majority of those killed and wounded in the effort to
destroy the Nazi regime.

Similarly, of the 56 million persons our research shows were victims of 7
major genocides in this century, some 50 million were not Jewish.

Neither you, nor the NRA, have so far been willing to make the case to the
broad audience that you best can reach, that the down-side to "gun control" is
not inconvenience to firearm-owners, but literally mountains of corpses.

Even as I write to you, U.S. troops are entering Bosnia in the wake of what
seems to be a "small-scale" genocide there.  Yugoslavia has had "gun control"
at least since 1965.  U.S. troops were also briefly in Rwanda in 1994; Rwanda
has had "gun control" at least since the League of Nations asked Belgium to
administer Rwanda in 1924.  Rwanda's most recent "gun control" enactment dates
from 21 November 1964.

In sum, plenty of Americans died to overthrow the Nazi regime and U.S. troops
have recently had to go in harm's way in the wake of large-scale murders in
the Balkans and Central Africa, which murders plainly were facilitated by "gun
control".

Do you actually believe that our fellow Americans know that "gun control" not
only cleared the way for these two recent genocides, but also led to the
sending of U.S. troops to Bosnia and Rwanda?

By pointing this out, not once but dozens of times, you and the NRA could deal
a body blow to the idea that "gun control" is worthwhile.  As I recently said
in a letter to Tanya Metaksa, the NRA need not give credit to JPFO for our
work, if giving such credit is, for whatever reason, temporarily
inconvenient.  We are interested only in destroying "gun control".  If you
and/or the NRA can best destroy "gun control" using some of the tools we have
made, that's fine with us.

In sum, we want to work with the NRA, but we reject - absolutely - any efforts
to confine our work to the Jewish community, in America or globally.  The
presence of Nazi law "gun control" laws in America - and the increasing
frequency of genocide - concerns every right-thinking American.  I hope you
agree.

If you'd like to make a real difference in the election this year, the
state wide party caucuses which are held in roughly every neighborhood
are held at 7:00 pm on Monday, March 25.  The Republican and
Democratic caucuses are held at the same time (different locations).
I've never been involved but this is my limited understanding from
talking to afew people:

This is where delegates to the state party conventions are chosen.
Those delegates pick the party nominations for State offices.  They
also select from among their ranks the delegates who attend the
national convention and pick the presidental nominee for the party.
They are also involved in setting the official party platform, I
think.  These inital neighborhood caucuses are usually poorly attended
so a person with just a few friends stands a good chance of being able
to get elected their neighborhood's delegate to go to the State
convention and making a real difference there.  At the very least they
can easily make sure whoever does go to the State convention has some
proper political values (IE pro-gun, of course).  Your county clerk
can tell you exactly where the caucus is for your neighborhood.

See if you can attend and make sure your neighborhood sends pro-gun
delegates to the State convenction to select true pro-gun candidates
for the various offices.  Most importantly, IMNSHO, make sure they are
not going to vote for Bob "allow the Brady Bill to pass without
quorumn" Dole or Phil "Let's officially praise the JBGT at Waco"
Gramm.  Get the word out to your friends to attend in their
neighborhoods.  Maybe get the meeting locations for them when you call
your county clerk so you can tell them exactly where their caucus is
being held.  For those who are Mormon, I think this would make a great
"family home evening" especially for people with kids old enough to
vote.  For those who aren't Mormon, you don't need an excuse to get
out of the house on a Monday night. ;) Just make sure to get the info
on where the meeting is and put it on your calender or into your
schedule book.  Monday, March 25, 7:00 pm somewhere resonably close to
your own house.

A little organizing now can help make sure that we have some decent
pro-gun candidates, not only for president, but also (and maybe more
importantly) for various State offices rather than just the "lesser of
two evils".  I'm stuck in Boston with this last rutty semester of
school, but will help out in any way possible from here.

1ST Substitute SB93-Firearm Locking Device-Senator Lane Beattie (R-Bountiful)

 This new substitute bill will create a section in the Utah Criminal Code
entitled "External Locking Device Required on All Firearms."  The bill will
require all persons licensed under 18 USC 923 (all FFL holders) who are
engaged in selling, leasing or otherwise transferring any firearm to any
member of the public (any non-FFL holder) to equip each firearm so
transferred with an external locking device which will temporarily prevent
the firearm from functioning when affixed to the firearm.  Any person who
violates this law would be guilty of a class C misdemeanor, which under
current Utah law is punishable by up to 90 days imprisonment and a fine of
up to $750.00.
 USSC provided opposing testimony and a demonstration as to the dangers
inherent in the proposed bill, and of the economic impact on Utah firearms
purchasers.  Based on USSC estimates of prices of triggerlocks at retail and
the number of guns sold in Utah, this bill will cost YOU-Utah's Law-Abiding
Firearms Owners- between $ 1-1/4 Million and $ 6-1/4 Million Dollars Each
and Every Year in additional out of pocket charges for the required locking
device.  That's the direct cost to you, as a Utah firearms owner!

HB329 - Spotlighting Wildlife - Rep. Michael Styler (R-Delta)
This bill was heard in committee today and was amended at the request of
USSC to provide protections against potential law enforcement abuses against
sportsmen who are otherwise lawfully  in the field using artificial light
while in possession of a firearm.  The bill will still allow wildlife
officers to arrest those that are intending to take protected wildlife by
spotlighting illegally.  The bill moves to the House floor for
consideration.  We encourage you to call your Representatives at
[phone] or fax at [phone] and urge them to support HB329 as
recommended by the committee.

1st Substitute HB303 - Cruelty to Animals - Rep. Frank Pignanelli (D-SLC)
This bill was heard in committee today and represents a major push by animal
rights activists to further an animal rights agenda at a state level.  USSC
will be working closely with the sponsor to insure that traditional hunting
rights and practices will not be affected in any way.  This bill now moves
to the House floor for consideration.  We encourage you to call your
Representatives at [phone] or fax at [phone] and urge them to
make sure that HB303 does not in any way limit the hunting of protected or
unprotected wildlife in Utah.

Well, Blockbuster had finally placed its "No guns, knives or concealed weapons"
signs in the doorways of their stores in Utah.

A formal protest is being considered.  However, in the meantime, drop by
your local Blockbuster and let them know what you think of their policy and
how it will
affect your patronage of their stores.

I believe someone posted the person to contact at Blockbuster headquarters to
complain, but I no longer have it.  If someone would repost it, I'd
appreciate it.

Triggerlock Bill STILL Next on Senate Agenda!

There was no action today on SB93, but it is still at the top of the 2nd
Reading Calendar of the Utah Senate, and will be debated on the Senate Floor
soon.  You must begin calling your Utah State Senators TODAY and Keep
calling until you hear the bill has been defeated. You must make every
possible effort to stop this bill in the Senate!

Your Action Required:  Call your member of the Utah State Senate on Thursday
morning, 15-February,  at [phone] or by fax at [phone] and
leave them a message to strongly urge them to vote AGAINST SB 93  or
substitute a firearms safety information publication in place of the
external locking device when the bill comes up for a vote on the Senate
Floor.  Keep calling until you hear that the bill is dead or favorably amended.

Here's Why:

1ST Substitute SB93-Firearm Locking Device-Senator Lane Beattie (R-Bountiful)
This new substitute bill will create a section in the Utah Criminal Code
entitled "External Locking Device Required on All Firearms."  The bill will
require all persons licensed under 18 USC 923 (all FFL holders) who are
engaged in selling, leasing or otherwise transferring any firearm to any
member of the public (any non-FFL holder) to equip each firearm so
transferred with an external locking device which will temporarily prevent
the firearm from functioning when affixed to the firearm.  Any person who
violates this law would be guilty of a class C misdemeanor, which under
current Utah law is punishable by up to 90 days imprisonment and a fine of
up to $750.00.

USSC provided opposing testimony and a demonstration as to the dangers
inherent in the proposed bill, and of the economic impact on Utah firearms
purchasers.  Based on USSC estimates of prices of triggerlocks at retail and
the number of guns sold in Utah, this bill will cost YOU-Utah's Law-Abiding
Firearms Owners- between
$ 1-1/4 Million and $ 6-1/4 Million Dollars Each and Every Year in
additional out of pocket charges for the required locking device.  That's
the direct cost to you, as a Utah firearms owner!

HB 8 Limitation of Civil Liability - Rep. Sue Lockman (R-Kearns)
This bill is on the 2nd reading calendar in the Senate and will be up for a
floor vote soon.  HB 8 as passed by the House of Representatives would help
to prevent a person from being liable in a civil action for any personal
injury, death, or property damage if the person injured or killed or whose
property was damaged was engaged in the commission of a crime.  HB 8 was
unfavorably amended in Senate committee.  We encourage you to call your
Senator TODAY at [phone] or by fax at [phone] and leave them a
message strongly urging them to remove the committee amendments and vote FOR
HB 8 as passed by the House.

1st Substitute HB303 - Cruelty to Animals - Rep. Frank Pignanelli (D-SLC)
This bill was heard in committee today and represents a major push by animal
rights activists to further an animal rights agenda at a state level.  USSC
will be working closely with the sponsor to insure that traditional hunting
rights and practices will not be affected in any way.  This bill now moves
to the House floor for consideration.  We encourage you to call your
Representatives at [phone] or fax at [phone] and urge them to
make sure that HB303 does not in any way limit the hunting of protected or
unprotected wildlife in Utah.

A Nation At Arms

VERBIER, SWITZERLAND - The Swiss take their national
security even more seriously than their fabled banks.  Until
recently, this tiny nation of only 7 million could mobilize
an amazing 600,000 highly-trained citizen-soldiers within 72
hours.

This awesome levy gave the Swiss one of the world's largest
armies, exceeded in Europe only by Russia and Turkey (on
full mobilization).  Each Swiss man of military age
(generally 20-55 years) keeps an automatic rifle, uniform
and combat gear in his home.  Interestingly, in spite of
most households having automatic arms, far more Swiss are
killed each year by falling ice than murdered by firearms,
which should cause control-advocates to pause and think.

Every Swiss soldier is a crack shot and often trains
annually with the same unit year after year.  Most
important, like Israel's superb armed forces, the Swiss
military is built from units of men who live and work
together in civilian life.  Company directors often find
themselves reporting to employees, bankers to taxi drivers,
and so on.  Any failure to perform in the military produces
ignominy in civilian life.

In the past, Switzerland adopted a "hedgehog" strategy to
defend the nation.  The lowlands, such as the Basel region,
were to be abandoned in time of war.  Swiss forces would
withdraw to the central mountain redoubt, which is
honeycombed by underground forts and gun batteries in
casemates.  Jet fighters would issue from camouflaged
hangers hewn into mountain sides.  In the event of war, the
Swiss could blow up their nation's key military objective:
the nexus of strategic mountain passes connecting Italy with
France and Austria.  Over 2,000 locations are rigged for
instant demolition, including tunnels, viaducts and highway
overpasses.  When I was a student in Switzerland during the
early 1960's, the Swiss even considered, and then decided
against, building their own nuclear weapons.

Some readers may think the idea of heavily armed Swiss as
comical:  rather like cuckoo clock makers with tanks.  The
Soviets, however, took the Swiss very seriously.  The Red
Army planned to outflank NATO's defenses on the Central
Front by punching through neutral Austria and then racing
across northern Switzerland via the axis Zurich, Basel,
Neuchatel - and thence into France's soft, undefended
underbelly.  Yet even the mighty Soviet Army feared taking
on the tough Swiss in this Russian version of the Schlieffen
Plan.

Lately, the Swiss have recalibrated their military forces.
An offensive strategy has been adopted, based on over 1,100
armored vehicles, new self-propelled artillery, and a more
powerful air force which is uniquely trained to fight in the
high Alpine valleys.  Every inch of Switzerland is now to be
defended.

Unfortunately, many Swiss have forgotten the reasons why a
powerful armed force is needed.  Swiss women, in particular,
who only got the vote fairly recently, have, like most women
everywhere, a deep lack of understanding of military
affairs.  In a recent referendum, a shocking one-third of
Swiss - mainly women - voted to totally eliminate the armed
forces.  Women claimed that the military was merely a big
toy for big boys.  They forget that, in the event of
invasion or civil strife, women are immediately targeted for
rape and murder - as Bosnia so recently showed.  Armies are
expensive and unnecessary - until war comes.

Because of the temporary end of the Cold War, Switzerland is
reducing its armed forces by 33%, down to a mere 400,000 -
but still larger than the ground forces of France, Germany
or Italy.  The armed forces are becoming high tech, with new
electronics and missiles.

Why do the Swiss need such a powerful military?  First,
because the nation has avoided war for the past 200 years,
its last invader being Napoleon.  The main reason
Switzerland was not invaded in either world war was that
neither the Allies nor the Germans wanted to tangle with the
Swiss Army.  Since the future is always unpredictable, the
Swiss continue to take no chances.

Second, national character.  I always recall the stirring
sight of voting day in the Alps.  Swiss farmers and herdsmen
would lead their prize cows, bedecked with flowers and
bells, down to the little Alpine towns to vote in a national
referendum.  Each sturdy husbandman carried a rifle over his
shoulder - as a symbol that the Swiss became the first free
people in Europe, and the first democracy - by force of
their arms.  Nations that forget this hard reality do so at
their peril.

For 250 years during the Renaissance, the Swiss were the
terror of Europe.  Armed with 30 ft. pikes and lethal
halberds (poleaxes), tough Swiss mountaineers crushed the
feudal knights of Austria and France.  At Morgarten,
Sempach, Morat and a hundred other battlefields, the Swiss
phalanxes did as much to destroy Europe's feudal order as
artillery.  Even great Charles the Bold, Duke of Burgundy,
was slain at Nancy by the Swiss, his armored body hewn
almost in half by a single blow by a Swiss halbardier.  The
sole power capable of finally stopping the "furia helvetica"
was artillery.

Today, the reminders of this former glory are the Pope's
faithful Swiss Guards and the Swiss citizen army.  Like the
ancient Romans, most Swiss still believe that a democracy at
arms is the surest protection from tyranny, internal or
external.

SB93  Senate Floor Vote Amends Beattie Triggerlock Bill!

1ST Substitute SB93-Firearm Locking Device-Senator Lane Beattie (R-Bountiful)

 This new substitute bill will create a section in the Utah Criminal Code
entitled "External Locking Device Required on All Firearms."  The bill would
have  required all persons licensed under 18 USC 923 (all FFL holders) who
are engaged in selling, leasing or otherwise transferring any firearm to any
member of the public (any non-FFL holder) to equip each firearm so
transferred with an external locking device which will temporarily prevent
the firearm from functioning when affixed to the firearm.

 SB 93 was amended by the sponsor on the Senate Floor during second reading
to include the following changes from the version of the bill we have been
following in recent Fax Alerts.  The changes include removal of the
requirement to sell a locking device with each purchase or transfer and
replacing it with a requirement that the dealer "affirmatively offer to
sell" a locking device.  Dealers must have a locking device available for
sale that will lock the type of firearm purchased, and must "explain the
locking device's use and why it may be needed."  Any violation by the dealer
will be an infraction level criminal offense, punishable by a $50.00 fine
per violation.

 USSC offered amendments on the floor which would have removed the
requirement for the sale of a locking device and replaced it with a strong
encouragement to provide a firearms safety information publication listing
principles of firearms safety, storage options, a directory of public
shooting ranges and facilities, and resources and organizations which might
provide additional training or information.  The USSC amendment was soundly
defeated in favor of the sponsors amendments listed above.  The final floor
vote was 26 to 3 in favor of the Beattie amendments.  The bill now will
receive one more floor consideration in the Senate, where further floor
amendments are unlikely.

 It was clear from the discussions on the Senate floor that this was just
the beginning of this type of legislation, and a number of Senators spoke in
favor of the original bill with it's mandatory sale of the locking device.
We will keep you posted as to the progress of this bill on the House side.

presentation on using the Internet and the World Wide Web as an information

HB8 Limitation on Civil Action-Representative Sue Lockman (R-Kearns)
 This bill would have provided a defense against a civil lawsuit for damages
by an individual who was injured or suffered loss as a result of criminal
activity.  The bill was gutted in the Senate Judiciary Committee and further
amended on the floor to weaken the current defense of habitation statutes
under Utah state law.  The bill now returns to the House for their
concurrence or to conference committee.  The future of this bill is uncertain.

HB 192 Negligent Storage of a Firearm-Representative David Jones (D-SLC)
 This bill is still awaiting committee hearings on the House side.  There
has been a major push for the bill in the broadcast and print media. We will
keep you posted as to the schedule hearings and status of the bill as it
progresses through the legislative process.

Watching Alexande rally in Portsith, NH airing on C-Span now (0200 EST
Sunday, 2/18).  Was asked by audience member his position on
"Abortion, Handguns, and Assault Weapons."

His answer:

On Abortion, "I'm pro-life and will do more than any other president
to discourage abortions."  But the federal government should not be
involved.  Should not subsizdize, encourage, nor prohibit, nor should
they prevent States from prohibiting.

On guns: "The best gun-control is SEVERE State lwas against people who
use guns in the commission of a crime.  Federal laws do not work."
Does not like federal laws regulating guns in schools or school
curriculum.

"Next question."

I only include his response to "abortion" because it was part of the
origianl question and to give a feel for the type of response he gave
overall to the question.  Anything in quotes above is very close to
verbatim.  Outside quotes is paraphrased.

I assume everyone here knows how severe State laws against those who
use guns in the commission of crimes can bite the innocent.  If not,
drop a line to Rick Mase and ask.  His response also begs the
question, What does a man who uses the phrase 'best gun-control'
REALLY think about your RKBA?

Triggerlock Bill Now Out of House Education Committee and On House Floor for
Vote!!

1ST Substitute SB93-Firearm Locking Device-Senator Lane Beattie (R-Bountiful)
 This new substitute bill will create a section in the Utah Criminal Code
entitled "External Locking Device Required on All Firearms."  The bill would
have  required all persons licensed under 18 USC 923 (all FFL holders) who
are engaged in selling, leasing or otherwise transferring any firearm to any
member of the public (any non-FFL holder) to equip each firearm so
transferred with an external locking device which will temporarily prevent
the firearm from functioning when affixed to the firearm.
 SB 93 was amended by the sponsor on the Senate Floor to include the
following changes from the version of the bill we have been following in
recent Fax Alerts.  The changes include removal of the requirement to sell a
locking device with each purchase or transfer and replacing it with a
requirement that the dealer "affirmatively offer to sell" a locking device.
Dealers must have a locking device available for sale that will lock the
type of firearm purchased, and must "explain the locking device's use and
why it may be needed."  Any violation by the dealer will be an infraction
level criminal offense, punishable by a $50.00 fine per violation.
  It was clear from the discussions on the Senate floor and from statements
made by the sponsor in the House Education committee that this was just the
beginning of this type of legislation, and a number of Senators and others
spoke in favor of the original bill with it's mandatory sale of the locking
device.  Only Reps. Ron Bigelow, Nora Stephens and Darlene Gubler voted
against the bill in the House Education committee.
 SB93 now goes before the entire Utah House  for a floor vote within the
next few days. If it passes the House Floor Vote, IT WILL BECOME LAW.  Your
only chance  to stop the bill is to begin calling your Utah State
Representatives and ask them to vote against SB93 in the House.  Call your
representative at [phone] or Fax to [phone] and keep calling
and faxing until you hear the bill has been defeated!

What do you mean it will become law?  Is our "good old country boy from

A brainstorm I had, after some discussion with a few ROCheads and former
Df8 folks, leads me to extend an invitation to come to Utah this summer for
a few days for some great fun and some serious work for the Fall election
cycle.

* Meet ROC and NOBAN (and Utah-Firearms) friends.  Invite our FAP friends
as well!  (I don't hang out there so someone here who does should)
* Shoot a lot (bring your guns and I will have mine)
* eat a lot (barbeques etc.)
* get ready for the fall including maybe work on Df8 style efforts if the
right places and people work out for such an effort.
* Other activities
* maybe some election seminars on what we can do if someone wants to offer
such a thing
* strategy sessions
* bull sessions

The goal is to start on a Thursday Night and end on a Sunday Night.  I will
try and arrange inexpensive motels and stuff and to organize some barbeques
and meals for the events as well as some ranges we can shoot at (if nothing
else we will just drive out into the desert :-)

(Thursday Night, All Day Friday and Saturday, Sunday Night)

Food and shooting everyday with some serious work interspersed.

After we are done or before we start (ie, after Sunday or Before thursday)
you can also make a mini vacation out here in Utah -- Southern Utah is
beautiful with Bryce and Zions Canyons and all that stuff.  For you Mtn
Bikers there is Moab, and there is a lot of fishing and mountains to climb
and woods and all that and I believe some rivers to go on as well :-)  So
you can spend a few days before our after with your families on  a nice
vacation.

Think about it

Food, Folks, Fun and Guns, and then a vacation to boot!

The event will be July sometime probably, based on feedback.  July 4-7
would be nice as we could start off with the July 4th celebrations.

Anyway, I need to know who wants to come (and who can come) and what
weekend in July or thereabouts is best for you.

Come and meet your cyber buddies face to face.

(Anybody got a .50bmg rifle to bring?  Utah has nice flat spaces and I have
never shot such a beast and I really want to :-)

Hello Utah-Firearms folks!

A week or two ago I got 2 letters in the mail from Einid Greene
(Waldholtz).  Based on these letters alone (both were the same letter in
content) I make this prediction.

In both of them she was not directly replying to any letters I had sent
recently, but was mailing me because she knew of my interest in this ares.

"This area" being the repeal of the 94 Gun Ban and RKBA in general.  She
said that she was co-sponsoring HR 464 which is a bill by Stockman of Texas
that is a gun ban repeal alone, not dressed with other crap like HR1488.  I
believe this co-sponsorship is new.  I (and many others) had asked her last
year to do it and stuff without any reply or action.  I think this is a new
bid for support by gun owners.  She knows she won in 94 because of the gun
vote and is trying to get our early support.

That is how I see it...

I'm really not being petty, just continuing a life long crsade to get the name
of this park pronounced and spelled correctly.  ;)  There is no "s" in Zion
Nation Park, nor Zion Canyon, nor even the Biblical Zion from which the name
comes.  It is neither plural nor possesive.

SB93 - Firearm Locking Device - Senator Lane Beattie, R-Bountiful
This bill is now in the House of Representatives for floor action.  Please
call your Representatives and urge them to OPPOSE SB93.   The House phone is
[phone].  The House FAX is [phone].

The bill has been amended to replace the requirement of the purchase of a
triggerlocking device with a requirement for the dealer to "affirmatively
offer to sell" a locking device.  Dealers would be required to have locking
devices available for sale that will lock each and every type of firearm
that they sell, trade or transfer and they will also be required to explain
the locking device's use and why it may be needed.  Any violation by the

USSC offered amendments on the floor which would have removed the
requirement for the mandatory purchase of a locking device and replaced it
with a strong encouragement to provide a firearms safety information
publication listing principles of firearms safety, storage options, a
directory of public shooting ranges and facilities, and resources and
organizations which might provide additional training or information.  The
USSC proposed amendment was soundly defeated in favor of the sponsor's
amendment described above.

Although the bill in its current form is less objectionable, USSC remains
opposed to its passage.  It is clear from the discussions on the Senate
floor that this bill is just the beginning of this type of legislation and
it clearly provides the framework for more restrictions on your rights as
law-abiding firearms owners of Utah.

There are just 6 days left in this 1996 General Session!  Keep calling!!!

Subject: NH primary history

Anyone notice how prior to the NH primary last night, when common
wisdom said that Dole would win it by at least a little, all the
talking heads were so quick to point out that no Republican candidate
who had failed to win NH had EVER won.  Anyone notice how little
they've heard of that history tidbit since Dole lost NH.

Certainely this is a quirky year for politics and I wouldn't bet more
than I could lose on the outcome of this thing regardless of NH.  But
I would be willing to bet real money, that had Dole pulled off NH,
"even by one vote", we would still be hearing about what a wonderful
(perfect in the case of the Republicans) predictor the NH primary was
as to which candidate would receive the nomination.

Instead we are now hearing how different the rest of the country is
from NH and how there is certainely no way Buchanan can fair so well
elsewhere in the nation.  Seems like he couldn't fair well in these
first 4 races according to the talking heads.

The press hates him.  I like him more and more.

The Massachussetts legislature has proposed a new victim disarmament bill
dealing with nasty "assault weapons" in anticipation that certain federal
controls (ie AW ban) may be repealed.  I caught just a snippet on the news last
night.  They had the obligatory table of evil looking black guns.

Front page story in the Globe this morning is Gov. Weld's strong support of this
bill.

Someone remind me again of which candidate(s) thought Weld would make a good
VP (and President and tie breaking member of the Senate).

Weld is currently running for the senate.

Triggerlock Bill House Floor for Vote Expected on Monday!

1ST Substitute SB93-Firearm Locking Device Senator Lane Beattie (R-Bountiful)
SB 93 was amended by the sponsor on the Senate Floor to include removal of
the requirement to sell a locking device with each purchase or transfer and
replacing it with a requirement that the dealer "affirmatively offer to
sell" a locking device. Dealers must have a locking device available for
sale that will lock the type of firearm purchased, and must "explain the
locking device's use and why it may be needed." Any violation by the dealer
will be an infraction level criminal offense, punishable by a $50.00 fine
per violation.

It was clear from the discussions on the Senate floor and from statements
made by the sponsor in the House Education committee that this was just the
beginning of this type of legislation, and a number of Senators and others
spoke in favor of the original bill with it's mandatory sale of the locking
device.

SB 93 now goes before the entire Utah House for a floor vote probably on
Friday. If it passes the House Floor Vote, IT WILL BECOME LAW. USSC has
suggested a number of changes to the bill, which will change the triggerlock
sales pitch requirement to a firearms safety education publication included
at point of sale. This will allow the consumer to make an informed decision,
find additional information and training to encourage safe and responsible
firearms ownership and use.

YOUR ACTION REQUIRED: Call your Utah State Representative at [phone]

you hear from USSC that the bill has been either amended to include the
firearms safety information publication or has been defeated on the House Floor.

HB 418-Secure Facilities Amendments-Rep. Michael Waddoups (R-Taylorsville)
This bill will help meet specific concerns of law enforcement and the courts
regarding the possession of weapons within specific, non-public access high
security areas of correctional facilities, courts, law enforcement
facilities and mental health facilities. This will require that any of these
agencies that wish to have a "secure area must follow very specific
criteria, such as providing secure storage lockers for CCW holders to store
firearms, posting of signs at all entry points, and using the administrative
rulemaking process with it's public notice, review and input prior to
designating such areas.

USSC proposed an amendment which would make the agency declaring a secure
area fully responsible for the physical safety of an individual while in a
secure area, but this was removed in committee Thursday morning. USSC will
carefully monitor this bill to insure that no further amendments which might
adversely impact Utah firearms owners will be added. This bill is on the
Governor's "Must Pass" list, so please make sure you monitor USSC Fax Alerts
and your local sources on information for the current status of this bill.
It is now in the Utah Senate for their consideration.

HB 482-Juvenile offender Amendments-Rep. Michael Waddoups (R-Taylorsville)
This bill will allow Public Safety to access the records of juveniles
convicted of violent felony level criminal behavior and prevent them from
getting a concealed carry permit or lawfully purchasing a firearm. It also
allows for a juvenile with such a background to apply for expungement of
such a record with the court. USSC feels that such violent juveniles should
be held accountable for their actions, and supports the bill.

Remember that the1996 Legislative Session ends at midnight on Feb 28th. In
these final days and hours, anything can happen. Please keep a close watch
on the USSC fax alert network and your media outlets to ensure that you are
informed of the critical issue that impact you as a Utah firearms owner.

Dear Mr. Forbes,

I was shocked today to find that US Representative Bob Franks is your
campaign co-chair.

Steve, even Bill Clinton admitted during his last year's state of the union
address that gun owners were "to blame" for the loss of a large number of
congressional seats.  We gun owners have frankly, if you'll pardon the pun,
had *enough* of unconstitutional government intrusion into our lives, and
that includes the Right to Keep and Bear Arms, as guaranteed in the Bill
of Rights.

Rep. Franks is a strong supporter of gun control.  How can you, with a
straight face, claim that you believe in the right to keep and bear arms and
have this man as CAMPAIGN CO-CHAIR???  Am I missing something here?  Or are
you not who you claim to be after all?

Look, Steve, America has had ENOUGH of lying, stealing politicians, as
epitomized by our current slimeball-in-chief.  You claim to be an outsider to
politics-as-usual, and I was sincerely hoping that you really were.  But this
doesn't look good at all, and I'm very concerned.

May I suggest that Mr. Franks be removed immediately from his position in your
campaign?  If he is not, you can count on losing the support of a rather
large percentage of your conservative gun-owning backers.  This post is being

In response to DIPR's recent press release about the protective uses of guns,
I was contacted by, among others, Ms. Anne Marie Cunniff of Nick News (of the
Nickelodeon cable channel). Ms. Cunniff is looking for a specific type of
anecdote involving self-defense with a gun to match with anecdotal gun
tragedies for a program on "kids and guns."  She wants to find families with
children over 8 years of age who can recount a story involving the protective
use of a gun. She also wants to discuss Second Amendment issues.  Here's the
catch - she wants the _child_ to tell the story, so we need a specific set of
circumstances _and_ an articulate child.

This bill is DEAD!
The Senate would not concur on the House Amended 2nd Substitute SB93
"Firearms Safety Publication" and the bill died in the Senate.  USSC was
willing to allow the bill to be further amended to require that the Safety

safes and other locking storage devices, but the sponsor was not interested
