  50. I would guess that every single word in the language would have been added 
  51. one at a time as it was needed.  And no particular license was needed.  If 
  52. one person started speaking or signing a word or frase and another was able 
  53. to undrstand it ... ipso facto it became part of the language.   s'pose?

  683. My name is Dale Johnson. I live in Portola California.
  684. For over 14 years, I have put up my tipi in my yard,
  685. for a week or two during the summer. I use my tipi for
  686. a boys club (Royal Rangers) that I work with, I have
  687. used it for living history days for the school, I am
  688. also a historical reactor of the western fur trade.
  689.  
  690. On july 11th. the city (small town)of Portola told me
  691. that I was in violation of building codes! So I had to
  692. take my tipi down.  One of the violations was that it
  693. is against the building codes to have any thing on a
  694. corner lot over 3 feet tall, if it is on the side of
  695. the lot where the street is. No problem, I will just
  696. move my tipi to the other side of the house, away from
  697. the street, Right? Wrong!!!! If I do this I will be in
  698. violation of building code #17.24.070 "Building
  699. Height". because my tipi is over 15 feet tall. The
  700. city feels that my tipi is no different than a carport
  701. or a tool shed when it comes to the building codes.
  702. This has basically outlawed tipis in my town.

  704. I am asking for help, I need as many tipi lovers as
  705. possible to write a letter to the editor of our
  706. newspaper.
