  153. in support of HR-2503 earlier this month.  (I include another copy of it
  154. below.)  This legislation is particularly important now that the politicians
  155. are scrambling for short AND long-term solutions to terrorism.  The people who
  156. have signed on so far are listed at the bottom of the letter.  You're invited
  157. to add your name.  I plan to deliver it on September 30th, barring further
  158. unforeseen circumstances.  I will include a cover note; perhaps you have
  159. something you would recommend I say.  Very grateful to you all for your clear
  160. thinking....

  175. We found it surprising when one of your aides said recently that he thinks
  176. introducing a Senate version of HR-2503, the "Nuclear Disarmament and Economic
  177. Conversion Act," is an "impractical" idea.   See
  178. http://prop1.org/prop1/hr2503.htm. 
  179.  
  180. Last year one of your aides said that you would probably support Delegate
  181. Norton's "Nuclear Disarmament and Economic Conversion Act" if Jesse Helms
  182. weren't Chairman of the Foreign Relations Committee.  He said that you were
  183. concerned about veterans' issues, primarily, but might be convinced that this
  184. bill was worth co-introducing with other Senators.  Jesse Helms is no longer
  185. Chairman of the Foreign Relations Committee.  If we can tell other Senators
  186. that you will co-introduce with them, this will help us get further support.
  187.  
  188. To respond to the aide's dismissal that the idea is "impractical":  187
  189. countries, including the U.S., promised in May, 2000, to abolish nuclear
  190. weapons, but haven't set a date.  Our purpose here is to make it happen, to
  191. make global nuclear disarmament the LAW.  Treaties aren't enforceable unless
  192. backed by national laws.  National laws rarely happen without regional or local
  193. initiatives.  We have proven that most people from every region of the country
  194. and the Earth favor global nuclear disarmament.  This is do-able.  It requires
  195. visionary thinking, a touch of faith, and a large portion of hope.  What else
  196. is America about?
  197.  
  198. Let me explain how HR-2503 would work.  It would be a statement to the world
  199. that the U.S. is serious about global nuclear disarmament.  It is a promise
  200. that the U.S. will get rid of its nuclear weapons IF everyone else does; and
  201. will use the money saved to shut down and clean up the nuclear weapons
  202. industries, and to begin converting other war industries into something good
  203. for society.  For example, instead of building missiles and bombs, factories
  204. could be retooled and people could be paid to mass-produce solar panels,
  205. windmills, hydrogen fuel cells ... an entirely new, massively profitable
  206. industry which can transform all our societies.  No one need lose.  HR-2503 is
  207. entirely a win-win idea.  
  208.  
  209. I would like a personal meeting, as a fellow Minnesotan, to discuss this.

  596. We found it surprising when one of your aides said recently that he
  597. thinks introducing a Senate version of HR-2503, the "Nuclear
  598. Disarmament and Economic Conversion Act," is an
  599. "impractical" idea.   See

  603. Last year one of your aides said that you would probably support Delegate
  604. Norton's "Nuclear Disarmament and Economic Conversion Act" if
  605. Jesse Helms weren't Chairman of the Foreign Relations Committee.  He
  606. said that you were concerned about veterans' issues, primarily, but might
  607. be convinced that this bill was worth co-introducing with other
  608. Senators.  Jesse Helms is no longer Chairman of the Foreign
  609. Relations Committee.  If we can tell other Senators that you will
  610. co-introduce with them, this will help us get further support.<br>
  611. <br>
  612. To respond to the aide's dismissal that the idea is
  613. "impractical":  187 countries, including the U.S.,
  614. promised in May, 2000, to abolish nuclear weapons, but haven't set a
  615. date.  Our purpose here is to make it happen, to make global nuclear
  616. disarmament the LAW.  Treaties aren't enforceable unless backed by
  617. national laws.  National laws rarely happen without regional or
  618. local initiatives.  We have proven that most people from every
  619. region of the country and the Earth favor global nuclear
  620. disarmament.  This is do-able.  It requires visionary thinking,
  621. a touch of faith, and a large portion of hope.  What else is America
  622. about?<br>
  623. <br>
  624. Let me explain how HR-2503 would work.  It would be a statement to
  625. the world that the U.S. is serious about global nuclear
  626. disarmament.  It is a promise that the U.S. will get rid of its
  627. nuclear weapons IF everyone else does; and will use the money saved to
  628. shut down and clean up the nuclear weapons industries, and to begin
  629. converting other war industries into something good for society. 
  630. For example, instead of building missiles and bombs, factories could be
  631. retooled and people could be paid to mass-produce solar panels,
  632. windmills, hydrogen fuel cells ... an entirely new, massively profitable
  633. industry which can transform all our societies.  No one need
  634. lose.  HR-2503 is entirely a win-win idea.  <br>
  635. <br>
  636. I would like a personal meeting, as a fellow Minnesotan, to discuss
  637. this.<br>
