had time to print. But this isn't working. Waiting until there's a test
is just letting DOE jack us around all the more & preventing us from
getting any large number of people out. I just spoke w/ Jackie
Cabasso she agrees we need to set a date (anniversary of
something) & have a major protest. Yes, it's great to go out to
Bechtel when they have a shot & I'll continue to do so whenever I
can but we need something w/ more lead time. BTW Jackie also
tells me that every subcritical there's a sit-in by Hibakusha in
Hiroshima. Anyway I propose we pick a date in Feb or Mar '01 &
plan a major set of demos. Any takers?

Dear Ed & other abolitionists,
Having a demonstration at Bechtel that's not tied to the day of a "subcritical"
nuclear test has been discussed for a long time. The Northern Calif. groups
that convene for quarterly meetings of the No. Cal. regional Abolition 2000
have all supported this
I believe we need both a planned event as well as demonstrations on the test
days. We have been able to turn out a good number of people for noontime
protests on test days in the past, even with only 24-48 hours notice from DOE.
The "Oboe 6" situation caught us short in that it was the only time that a
"subcritical" nuclear test was done 6 weeks before the unofficially given test
date. The Japanese reporters that called me yesterday discussed the obvious
speculation that the sudden decision for yesterday's test might be tied to the
resolution of the Bush-Gore campaigns, i.e., a strong pro-nuclear,
pro-militaristic message.
I am glad that you were able to be there. NDE also had a vigil at the Las
Vegas DOE office.

Citizen's Petition to Protect Americans Now
Whereas China and Russia have threatened the U.S. with nuclear
attack, and rogue nations such as Iraq, North Korea and Iran have
acquired or are acquiring missiles equipped with weapons of mass
destruction;
Whereas the United States currently cannot stop even one missile
after it is launched;
Whereas the Administration has declared that it must have the
permission of the Russian government before deciding to deploy any
missile defense for the United States;
Whereas the limited, land-based missile defense system the
Administration says it may decide later this year to deploy will not
be able to protect our families until 2005 at the earliest;
Whereas the United States Navy could be ordered to immediately begin
the process of deploying a sea-based defense that would provide some
missile protection several years before 2005;
Whereas senior Pentagon officials have judged that a comprehensive
missile defense with a combination of land-, sea-, air-, and
space-based components would offer the American people the most
effective protection against missile attack; and
Whereas the Administration is currently engaged in treaty
negotiations with Russia that would prohibit the United States from
deploying sea-, air- or space-based defenses; Therefore
I, , of , , call upon my elected representatives and candidates for
public office to pledge to my family and all of the families of the
United States to support immediately beginning the process of
deploying a sea-based missile defense as the first layer of
protection for America's families; and further to pledge to reject
the notion that any other nation may exercise a veto of the U.S.

We should do a similar petition stating the ineffectiveness of the system,
the destabilizing effect on international affairs and the rule of law, the
waste of money, the opening for space weaponization (Vision 2020 and Full

address the cheap, accurate and technoligically proven surreptitious means of
delivering wmd without a return address etc. and get that petition around the
country and the world. I think Jack Mendelsohn of LAWS and John Burroughs of
LCNP and Jonathan Schell would be the best people to draft it. I just cannot
get to it as an original drafter in necessary time since utterly overbooked
but this is my thought, but I would be willing to review and work on a draft,
