Abolition caucus Lists the entirety of Pope John Paul's January 1, 2000

I forwarded that message among our Indigenous communities' networks and have
received an appeal from Tony Castanha to request and enlist the assistance
of Nuclear abolitionists in supporting his organization's appeal to the
Vatican to revoke the "Papal Bulls" (papal edicts) of 1493. The following
links below offer more detailed information on this "Revoking the Bulls"
movement, as an effort to overturn the dehumanizing legacies of early papal
edicts at once defining the "Indigenous" as savages and justifying Christian
aggressions against Indigenous peoples which resulted in the mass slaughters
of Indigenous peoples around the world!

In the following website, you will find all the necessary background
information as well as texts of the original "Papal Bulls." Tony Castanha
was a Taino/Caribe delegate to the May 1999 Hague Appeal for Peace. He was a
member of the Pacific Islands Indigenous delegation. Some of you may have

Aloha Richard,

I'd like to thank you for forwarding the Pope's message awhile back. It's
encouraging to know there are many commonalties between the Catholic
hierarchy and us grassroots activists! Although strongly worded, it is the
ACTION the church chooses to take in the coming years which will determine
its effectiveness in promoting "a culture of peace." My initial impression,
to the point by point nature of the message, deemed it as a response to the
Hague Agenda, though I'm sure I'm way off here. Yes, it's odd how "light"
arms are mentioned, an important point, but not the nuclear, or "tools of
genocide," threat. No word yet on whether the Vatican is to take up our
issue of repudiating the "Inter Caetera" bull. We are in the process of
putting a delegation together to go to Roma later in the year. Well, if they
can rehabilitate Galileo and apologize for complicity in the Jewish
Holocaust, they can surely make amends for one of the greatest holocausts of
all. Perhaps you can forward our Appeal to your Abolition network for

APPEAL TO THE VATICAN AND POPE JOHN PAUL II,


         Revoke the Papal Bull "Inter Caetera" of May 4, 1493!

On November 28, 1998, Pope John Paul II called "Christianity's 2,000th
anniversary a year of mercy," as reported by AP, saying "the church will
seek forgiveness," "atonement," and that he "wants the church to enter the
third millennium with a clear conscience."

We, the undersigned, join with indigenous peoples everywhere in calling upon
Pope John Paul II to revoke the 1493 Bull "Inter Caetera." We recognize that
this would be a spiritually significant step towards creating a new way of
life, and a step away from the greed and subjugation in a history that has
oppressed, exploited and destroyed countless numbers of indigenous peoples
throughout the world.

The Bull "Inter Caetera," like many other edicts issued before it by the
Vatican, established Christian dominion and subjugation of non-Christian
peoples and their lands. It has yet to be revoked. (rev.10/19/99)

Dear Mr. President:

"The fact that we have not been able to get down to lower and lower
levels of nuclear weapons is troubling to me. We need to move on, and
get down to lower levels."

That's what retired four-star General Eugene Habiger told Dan Rather
last night on CBS' "60 Minutes II" (February 8). I agree with the
General. The Cold War is over, yet the threat of nuclear war is as
strong as ever. It's time to move on from the nuclear age and rid our
planet of the scourge of nuclear weapons before an accidental or
deliberate launch destroys it.

I learned from the "60 Minutes II" show that just one thermonuclear
warhead - the kind America uses to arm its ICBMs - carries more
destructive power than 20 of the atomic bombs that destroyed Hiroshima,
and that we have thousands of these warheads poised on combat-ready
alert, ready to be launched in minutes. This is not what I call
security. In fact it's terrifying.

General Habiger also said: "Tension between the United States and Russia
is greater now than at any time since the end of the Cold War. But the
only people who seem to be alarmed by it are the American nuclear
soldiers - or missiliers - and their Russian counterparts."

Well, Mr. President, I am alarmed, too. You and the Russian President
need to get together and start mending relations between our nations and
negotiate some deep reductions, fast. You could start by taking all
combat-ready missiles off alert status and by pledging to work toward
the elimination of all nuclear weapons. This would instantly increase
the security of every American and Russian citizen, and the world.

However, to my dismay, I read in my newspaper that last month the
Russians offered to cut back their strategic nuclear arsenal to 1,500
warheads, if America would drop its plans for missile defense, and
America rejected the offer. This is simply irresponsible of your
Administration. I urge you to please reconsider.  Russia made a
reasonable offer that would get the ball rolling on dismantling our
nuclear arsenals, yet Washington chooses to rather spend tens of
billions of dollars on a technologically-challenged missile defense
system which could spark a new arms race and will not stop the foremost
threat to US security; the proliferation of weapons of mass destruction,
and terrorist bombs delivered in trucks and packages.

Nuclear weapons do not enhance security; they endanger security.
Furthermore, keeping America nuclear-ready costs $28 billion a year.
This money would be far better spent on improving my children's
education and healthcare and preserving the environment.

Mr. President, I urge you to place the highest priority on achieving
deep reductions with Russia in your last year of the presidency. Should
you fail, you will leave office with the worst record on arms control of
any president since the end of World War II.

Polls show 84% of Americans believe the world would be safer without
nuclear weapons. General Habiger believes we need deep reductions now.
Can I count on you to act, before it's too late?

Senate Approves Nevada As Waste Site

WASHINGTON (AP) ù Over Nevada's heated objections, the Senate directed
Thursday that thousands of tons of nuclear waste be shipped from power
plants nationwide to that state. But the legislation faces a certain
presidential veto that is not expected to be overcome.

Although the nuclear waste legislation cleared the Senate by a 64-34 vote,
Nevada's two senators declared victory because they had gotten enough
support against the bill to assure a veto will be sustained if necessary.

``This victory puts the brakes on the latest attempts by Republicans to bury
Nevada in nuclear waste,'' declared Sen. Harry Reid, D-Nev.

The legislation calls for more than 40,000 tons of highly radioactive used
reactor fuel ù now kept at commercial power plants in 31 states ù to begin
to be shipped to Nevada as early as 2007 if a permanent waste burial site
there receives a federal license. The site is a few miles from where
hundreds of nuclear bomb tests were conducted during the Cold War years.

Sen. Frank Murkowski, R-Alaska, the bill's chief sponsor, had sought
numerous compromises to gain administration support, but failed to budge the
White House.

``This is hard-core politics ... to accommodate my colleagues from Nevada,''
complained Murkowski. He said the administration had promised to take the
waste from the utilities ``and solve this problem.''

Falling short of the two-thirds majority needed to override a threatened
veto, Murkowski told reporters, ``This bill is dead until we get a new
administration.''

The House has not acted on the matter and may not because a veto is assured.

While 12 Democrats joined 42 Republicans in support of the legislation, two
defections from the GOP ranks ù Sens. Ben Nighthorse Campbell of Colorado
and Lincoln Chafee of Rhode Island ù were viewed as critical by the Nevada
senators.

Congress has struggled for six years over what to do with the more than
40,000 tons of highly radioactive used reactor fuel sitting at commercial
power plants. By law, the waste, which will remain radioactive for 10,000
years, should have been taken by the Energy Department two years ago.

Proponents of the bill said some utilities are running out of storage space
in waste pools and in some cases dry cask containers. And they argue that
the spent fuel rods would be safer kept at a central location instead of at
71 reactor sites across the country.

But the White House has opposed a requirement to ship waste to Nevada until
after a permanent underground facility is built at Yucca Mountain. To do so
might undermine the development of the permanent site, officials said.

The permanent Yucca Mountain facility being proposed 90 miles northwest of
Las Vegas is still under scientific review, but it is scheduled to be opened
in 2010 if found to be technically suitable. The Nuclear Regulatory
Commission is expected to decide whether to give it a license in 2006. The
Senate-passed bill would require shipments to begin a year later, before the
permanent facility is built.

Energy Secretary Bill Richardson ù and Senate Democratic Leader Tom Daschle
of South Dakota ù also objected to a provision in the bill that they said
would weaken the Environmental Protection Agency's ability to set radiation
standards for the future permanent waste repository.

Under the legislation, the EPA would have to consult with the NRC and the
National Academy of Sciences if it wanted to issue the standards before June
1, 2001. The NRC has suggested less-stringent standards than the EPA is
considering for the Yucca Mountain site.

Murkowski rejected criticism that the EPA's role was being reduced.

``The EPA has the final authority on determining radiation standards. Make
no mistake on that,'' he declared. ``The effort is to get the best
science.''

He abandoned a provision that would have required the Energy Department to
assume title of the waste at the power plants. He did so after seven
governors raised concern about the title transfer, fearing it could lead to
the waste staying at the power plants for decades, perhaps permanently.

The problem, said Murkowski, is ``nobody wants the waste'' but ``if you
throw it up into the air, it's got to come down somewhere.'' He argued that
the Nevada site is a logical place to bury it.
