I don't know if this made the TV news--didn't see it on the newswires.
The resolutions debated by the House Committee on International
Relations for forwarding to the House floor were:
**House Joint Resolution 82 calls on the President "to remove United
States
Armed Forces from their positions in connection with the present
operations
against the Federal Republic of Yugoslavia." (CALL CONGRESS AND
TELL THEM YOU SUPPORT IT!!)
**House Joint Resolution 44 declares "a state of war between the United
States and the Government of the Federal Republic of Yugoslavia."
Both were introduced by Rep. Tom Campbell (R-CA).
Both Democratas and Republicans agreed that there is a Constitutional
issue since technically only Congress can declare war. (Under the War
Powers Act, the President must, within a maximum of 90 days of reporting
to Congress that he has placed US troops "into hostilities or into
situations
where imminent involvement in hostilities is clearly indicated by the
circumstances"-- to withdraw those troops unless Congress has
declared war or voted to grant a specific authorization for the use
of armed forces. Clinton ignored the law in Bosnia and Congress
did not make him obey, defeating a 1998 Campbell Resolution. So
the War Powers issue may yet be fought again.)
As an ex-Democrat, I found it disgusting to watch the Democrats
mostly supporting Clinton's right to make war or peace without Congress
getting very involved--the two standout exceptions being Reps. Barbara
Lee and Cynthia McKinney who called for an immediate end to
the bombing, negotiations and a UN or other peacekeeping role.
The Republicans were all over the place on the issue, though most
were
critical of Clinton and the military as either too aggressive or not
aggressive enough.
The biggest fireworks occured when Rep. Chabot (R) declared that
the bombing had made the refugee problem much worse. Rep. Lantos
(D) (who continuously reminds everyone he is a holocaust survivor)
tried to bully Chabot into taking the statement back but he refused.
Rep. Gejdenson (D) then ranted in the same vein. However, Ms.
Lee and McKinney both later made the same points
as did Chabot (though more subtly) without having to suffer such taunts.
Mr. Campbell was asked what he would do if both his resolutions fail.
He said he would do what Representative Dellums did in the Iraq War
situation, and sue claiming the war is illegal. Dellums lost that case
in
District Court.
The Committee did vote to send both resolutions to the floor of the
House, but also recommended the House vote *against* both.
The vote could be as early as tomorrow, but the Committee did
not specify when. While Congress will not vote to declare war,
the Democrats obviously were a bit worried it might vote to
bring the troops home. But that would take a massive citizens
effort, which is not likely in the next few days.
One moment of drama was when Rep. Curt Weldon of the
Armed Services Committee asked to speak about his plan to
meet with a Russian representative Friday in Vienna, along with Reps.
Steny Hoyer and (unintelligible) another representative. He emphasized
the only problem the Russians had with NATO's demands was
that NATO should not be the peacekeepers. It would be nice
if Rep. Weldon and his crew could singlehandly resolve the issues,
but I don't think we should hold our breaths.
Overall, the hearings gave me the feeling that we live in a
dictatorship
where the president has complete power of life and death over all
of us, via war, world war and nuclear war. Happily, the House guards
were nowhere to be seen so I wore my peace buttons and gave out
my article "Four Reasons We May See Nuclear War in 1999"

that one's being there makes some small difference!!

Inspired by the need to avert potential nuclear catastrophe in Yugoslavia,
grassroots activists will target Congressman Bob Barr, and support former
LAPD narcotics investigator Michael Ruppert, by joining the DC MayDay
(Saturday, May 1, 1999) "March on Washington '99" ( http://www.march99.com ,
see speakers schedule below), to demonstrate against bogus US wars like the
war on Yugoslavia and the war on drugs, as part of the international Million
Marijana March ( http://www.cures-not-wars.org/mmm ) being held that day in
over a dozen cities worldwide to overcome the historical fraud on the US
Congress by which hemp/cannabis has been outlawed as marijuana (since
hemp/cannabis prohibition began in 1937 to protect financial interests in
the paper and chemical industries) and has been targeted by Federal
authorities with a cynical Drug War in which the truth has been censored
from the public and this valuable natural medicine is outlawed while the CIA
has by its own admission been complicit in smuggling cocaine and heroin into
the US and while health authorities continue to stonewall legalization of
the
Ibogaine antidote to addiction, a biochemical analog to marijuana proving it
is anti-addictive.
Meanwhile the US and NATO are bombing Yugoslavia in support of the KLA which
evidence indicates is collaborating with the CIA drug smuggling to fund
covert guerilla warfare to destabilize populations for transnational
corporate exploitation of mineral, energy, and agricultural resources on the
lands from which they are removed (see details below).
Medical marijuana has been legalized in numerous States by ballot initiative
but in California police have stepped up arrests and property forfeitures to
profit the US prison/industrial complex and to fund increasing police
brutality while in Washington, DC, a misguided Congress pushed by Barr has
passed specific legislation to prohibit the counting of the vote last
November to legalize medical marijuana in which exit polls showed 70%
passage. Mr. Ruppert is scheduled to speak at 2:30PM to the "March on
Washington '99" and is expected to detail the CIA confession and to mention
the need to end the cynical war on drugs by facing the truth about the
marijuana issue.
The CIA Inspector General's Report Volume 2, held secret for a year and
released to Congress one hour after impeachment procedings started,
acknowledges CIA involvement in hard drug smuggling but Congressional
hearings called for by Los Angeles Congresswoman Maxine Waters have been
stalled and the report obscured from public view, first by the impeachment
process and now by the War against Yugoslavia. (details on this report at

Grassroots activists on Saturday have vowed to "get in Barr's face" during
his scheduled speech at 12:10 PM at the Ellipse near the White House. They
will be carrying Million Marijuana March and I-59 (DC's medical marijuana
initiative) signs at the Ellipse gathering and some patients will be
provoking arrest by ingesting medical marijuana using vaporizers recommended
by the recent report from the Institute of Medicine, the latest in a number
of Federally commissioned reports favorable to marijuana which have been
disavowed by the US Government that sponsored them. (more info at

The secrecy policies of our society on these issues not only contribute to
growing domestic violence and wars around the world, but by now also
endanger the future of all life on Earth due to environmental degradation
from deforestation and combustion of fossil fuels. The obscured facts
clearly prove the need for a global scale revival of the USDA 1941-45 Hemp
for Victory program for the environmental-emergency-level widespread
cultivation of this most valuable plant in human history for its superior
bioefficiency to heal the atmosphere, to save the remaining trees from
deforestation, and for the overall majority of Earth's paper, fiber, food,
biofuels to replace fossil fuels, medicines, chemical feedstocks, and
composite construction materials. The fraudulent drug policies against

Kosovo Liberation Army and Albanian Sponsors Have Well Documented Roots in
The Heroin Trade
The Drug Trade is an Entrenched Part of the World Economy and NATO Politics

An exceptional record of respected media sources from the U.S. and Europe
have documented that the Kosovo Liberation Army and their Albanian sponsors
are heroin financed organized crime groups struggling to dominate the flow
of middle eastern heroin into Europe and even the Eastern United States.
The Christian Science Monitor reported on Oct. 20, 1994: "Disrupted by the
Yugoslav conflict, drug trafficking across the Balkans is making a comeback
as Albanian mafia barons carve out a new smuggling route to Western Europe,
bypassing the peninsula's war zones, according to United Nations and other
narcotics experts." To document the increase in traffic through the Albanian
Kosovar region The Monitor continued, "For example, just 14 pounds of hard
drugs were seized by Hungarian police in 1990, but by August this year
[1994] the figure had risen to 1,304 pounds." In describing the then
evolving trade, which was coming to be dominated by Kosovar Albanians The
Monitor added, "But European police chiefs fear the conduit will strengthen
Kosovo Albanian drug syndicates - some of the most powerful on the
continent - whose tentacles have stretched as far as the East coast of the
United States...
"From their base in Velki Trnovac in southern Serbia, dubbed the 'Medellin
of the Balkans,' Albanian mafia chiefs oversee their European drug operation
and are suspected of masterminding the new Balkan route."
Colombia in the Balkans
The highly respected Jane's Intelligence Review from Great Britain went much
deeper in predicting the coming crisis in a February 1, 1995 article
entitled The Balkan Medellin. Three paragraphs from that article are so
compelling we reprint them here in their entirety. "The Albanian-dominated
region of western Macedonia accounts for a disproportionate share of
Macedonia's (FYROM) shrinking GDP. This situation has strengthened
Albanophobic sentiments among the ethnic Macedonian majority, especially as
a great deal of revenue is thought to derive from Albanian narco-terrorism
as well as associated gun-running and cross-border smuggling to and from
Albania, Bulgaria and the Kosovo province of Serbia. Although its extent
and forms remain in dispute, this rising Albanian economic power is helping
to turn the Balkans into a hub of criminality. "Previously transported to
Western Europe through former Yugoslavia, heroin from Turkey, the
Transcaucus and points further east is now being increasingly routed to
Italy via the Black Sea, Albania, Bulgaria and Macedonia. This is a
development that has strengthened the Albanian mafia which is now thought to
control 70% of the illegal heroin market in Germany and Switzerland. Closely
allied to the powerful Sicilian mafia, the Albanian associates have also
greatly benefited from the presence of large numbers of mainly Kosovar
Albanians in a number of western European countries;
Switzerland alone now has over 100,000 ethnic Albanian residents. As well as
providing a perfect cover for Albanian criminals, this diaspora is also a
useful source of income for racketeers...
"If left unchecked, this growing Albanian narco-terrorism could lead to a
Colombian syndrome in the Southern Balkans, or the emergence of a situation
in which the Albanian mafia becomes powerful enough to control one or more
states in the region. In practical terms, this will involve either Albania
or Macedonia, or both. Politically, this is now being done by channeling
growing foreign exchange (forex) profits from narco-terrorism into local
governments and political parties. In Albania, the ruling Democratic Party
(DP) led by President Sali Berisha is now widely suspected of tacitly
tolerating and even directly profiting from drug-trafficking for wider
politico-economic reasons, namely the financing of secessionist political
parties and other groupings in Kosovo and Macedonia." These four-year-old
evaluations, along with an abundance of other evidence of Albanian-Kosovar
mafia expansion paint a whole new picture of what is really happening in
Kosovo. Clearly Serbia is legitimately defending itself from an organized
crime syndicate taking control of one of its provinces. How powerful is the
Albanian mafia? Well, as far back as 1985 it was powerful enough to frighten
New York U.S. attorney Rudy Giulliani who, according to a Wall Street
Journal story dated September 9, was receiving special personal protection
after prosecuting a heroin case in New York City connected to a ring of
powerful Albanian traffickers. The Journal wrote, "But it is drug
trafficking that has gained Albanian organized crime the most notoriety.
Some Albanians, according federal Drug Enforcement Agency officials, are key
traders in the 'Balkan connection' the Istanbul-to-Belgrade heroin route.
While less well known than the so-called Sicilian and French connections,
the Balkan route in some years may move 24% to 40% of the U.S. heroin
supply, officials say. If the Albanians were moving 24 to 40% fourteen
years ago then, given their growing control over the traffic through the
region, their access to Western Europe and mobility throughout the world,
they may well control more than half of the heroin now entering the United
States and law enforcement sources indicate that they control 75% of the
heroin entering Western Europe.
A Brilliant Voice From Canada
Michel Chossudovsky, Professor of Economics at the University of Ottawa has
written an absolutely brilliant article on the Kosovo war which decimates,
in its entirety, the U.S. government's stated version of events and lays
bare a plan to re-colonize the region on behalf of Germany and the United
States. The meticulously footnoted article sums up the entire Kosovo
nightmare in one sentence by saying, "The west was relying on its KLA
puppets to rubber-stamp an agreement which would have transformed Kosovo
into an occupied territory under Western administration." After describing
in detail the heroin-financed, organized crime, political power structure of
the region, and noting carefully that there are other organized political
entities not involved in the drug trade speaking on behalf of ethnic
Albanians from Kosovo, Chossudovsky documents the military and intelligence
alliance between Bonn (now Berlin) and Washington to create the KLA.
"Since the early 1990s, Bonn and Washington have joined hands in
establishing their respective spheres of influence in the Balkans. Their
intelligence agencies have also collaborated. According to intelligence
analyst John Whitley, covert support to the Kosovo rebel army was
established between the CIA and Germany's [BND]...The task to create and
finance the KLA was initially given to Germany: "They used German uniforms,
East German weapons and were financed, in part, with drug money. According
to Whitley, the CIA was subsequently instrumental in training and equipping
the KLA in Albania."
Giving the overall economic perspective, Chossudovsky notes the effect of
often brutal economic sanctions imposed by the IMF and other banking
institutions which so often presage a region's descent into apparent anarchy
before its rescue by the "benevolent" industrial powers. "The application
of strong 'economic' medicine' under the guidance of the Washington based
Bretton Woods institutions had contributed to wrecking Albania's banking
system and precipitating the collapse of Albania's economy. The resulting
chaos enabled American and European transnationals to carefully position
themselves. Several western oil companies [some represented by Richard
Armitage] including Occidental, Shell and British Petroleum had their eyes
riveted on Albania's abundant and unexplored oil deposits. Western investors
were also gawking Albania's extensive reserves of chrome, copper, gold
nickel and platinum..." Given these undeniable facts, and a well documented
history which the Internet and publications like this will not forget, the
current propaganda and very real war being fought in Kosovo takes on a new
and unforgivable light. Ronald Reagan's comparison of the Contras in Central
America to America's Founding Fathers is today as comical as it is offensive
in light of what we know about the Contra war and how the Contras were
financed. The Mujahedeen Freedom Fighters of Afghanistan and Pakistan who we
financed with heroin from the same fields which now supply the KLA have
become terrorists who attack embassies and target American citizens. The
forgotten Meo tribesman of Laos, who Ted Shackley created with heroin from
the Golden Triangle are now basically forgotten - those who survived having
been resettled in the U.S. and elsewhere. But the warlords remain in
Washington, Berlin, London, the Golden Triangle, the Golden Crescent,
Albania and Kosovo.
This writer has said many times and in many places that these wars,
destabilizations and "economic cleansings" are planned and orchestrated
years, even decades in advance. It was a bittersweet affirmation for me to
read Chossudovsky's own analysis:
"The fate of Kosovo had already been carefully laid out prior to the signing
of the 1995 Dayton agreement. NATO had entered an unwholesome 'marriage of
convenience' with the mafia. "Freedom Fighters were put in place, the
narcotics trade enabled Washington and Bonn to "finance the Kosovo conflict"
with the ultimate objective of destabilizing the Belgrade government and
fully recolonizing the Balkans."
What remains to be seen is whether or not a badly misled American public
will be willing to sacrifice the blood of her sons in this utterly dishonest
conflict. I read somewhere once that the historical memory of a nation lasts
only about one generation. Funny, Vietnam doesn't seem that long ago.

Mothers and others from around the world answer the call of this original
Mothers Day proclamation. Far from the sentimental Sunday of Hallmark
cards and roses, the original proclamation was a powerful call to action.
129 years later women from around the world unite in nonviolent
resistance at the Nevada Test Site (NTS) to demand an end to war and
nuclear colonialism.
WHAT: "Honoring the Mother," Healing Global Wounds Spring Gathering.
WHEN: May 7-10, 1999
WHERE: Peace Camp, NTS. US Hwy. 95-Mercury exit, 65 miles northwest of
Las Vegas.
WHO: Healing Global Wounds (HGW) seeks a respectful and sustainable
living relationship with Mother Earth. Our primary focus is radiation
contamination and closing the Nevada Test Site.
A multi-cultural alliance, HGW events and strategies are planned with the
guidance of the Western Shoshone and other Elders. Since 1991, HGW has
addressed the entire nuclear chain and exposes "nuclear colonialism":
issues of racism and class in international nuclear policies.
WHY: HGW holds bi-annual spiritual, educational and nonviolent direct
action encampments at NTS, which is the epicenter of the U.S.
government's nuclear weapons and waste programs.
Celebrations, Workshops and Healing Ceremonies scheduled will:
* honor women in the struggle for their lands and rights in Newe Segobia
(Western Shoshone Nation) and around the world;
* heal and honor Mother Earth who provides life for all beings great and
small;
* create alliances and strategies to break the nuclear chain and protect
the future generations of all life;
* celebrate the unique and powerful gifts women bring to the entire human
family;
* occupy Western Shoshone lands stolen for the creation of the Test
Site.
DAILY GATHERING SCHEDULE
May7: Delegations from many nations will share cultural visual and
spoken presentations. Also, the Youth Program begins today.
May 8: Nonviolence training and action planning is today. Major portion
of Youth Program takes place, also.
May 9: Mother's Day Brunch will be served. A rally will follow the
brunch at the gates of the Nevada Test Site. Scheduled speakers include
women affected by the nuclear chain and nonviolent direct action. This is
a primary event and photo opportunity; media are invited to attend.
May 10: Nonviolent Occupation of NTS reclaiming Western Shoshone land.
Peace Camp is located on Western Shoshone land at the gates of the Nevada
Test Site. Each day, Healing Global Wounds begins with a Sunrise Ceremony
led by Western Shoshone Spiritual Leader Corbin Harney. Sweat Lodges are
available for all wishing to join in healing prayers. The program for the
main portion of each day is followed by a community dinner and cultural
events.

Environmental Justice and Anti-Nuclear Movements will be
