  44. NORTH PERRY - The federal agency that monitors safety at the nation's
  45. nuclear power plants has invited the public to attend a televised hearing
  46. on whether to close the Perry nuclear power plant.
  47.  
  48. The U.S. Nuclear Regulatory Commission is conducting the hearing Feb. 22 to
  49. determine if pinhole-sized radiation leaks from fuel rods in the plant are
  50. serious enough to shut the plant.
  51.  
  52. In December, the NRC ruled that the recurrent problem did not pose an
  53. imminent hazard, in response to a request from the Union of Scientists. But
  54. agency officials decided that the watchdog group could present additional
  55. information on the issue.
  56.  
  57. There are three leaky fuel rods at Perry, and similar leaks in 1993 closed
  58. the plant for 56 days.
  59.  
  60. FirstEnergy Corp., which owns the plant, plans to replace the faulty fuel
  61. during a maintenance shutdown starting March 27.
  62.  
  63. The hearing will begin at 1 p.m. at NRC headquarters near Washington, D.C.
  64. Proceedings will be broadcast in a video conference to Holden Center at
  65. Lake Erie College, 391 W. Washington St., Painesville, and the Forum
  66. Conference and Education Center, 1371 E. 9th St., Cleveland.

  78. WASHINGTON, DC, February 10, 1999 (ENS) - Secretary of Energy Bill
  79. Richardson has been urging all Department of Energy managers and
  80. contractors to work quickly on the Y2Y computer problem. Today he reported
  81. that 85 percent of the department's 420 mission-critical systems are now
  82. fully Y2K compliant, having been renovated, tested and implemented.
  83.  
  84. This rate is up from the 50 percent compliance reported three months ago
  85. due to an incentive-based program launched in December to recognize and
  86. reward government and contractor employees and organizations responsible
  87. for quickening their Y2K remediation efforts. The targets were January 31
  88. for mission-critical systems, and March 31 for nonmission-critical systems.
  89.  
  90. At midnight on January 1, 2000, some older computer systems may experience
  91. problems if they use only two digits to indicate the year. They could
  92. interpret "00" as 1900 instead of 2000, initiating a chain reaction of
  93. trouble. In Department of Energy facilities where nuclear wastes are stored
  94. or treated and experiments with hazardous or radioactive materials are
  95. taking place, public safety could be compromised if the Y2K problem is not
  96. fully corrected.

  98. Richardson said special attention is being given to those safety-related
  99. systems that may be affected by Y2K.
  100.  
  101. John Przysucha, the Department of Energy's Y2K program manager told ENS
  102. that many of the most environmentally sensitive sites are now fully Y2K
  103. compliant.
  104.  
  105. Pantex, America's only nuclear weapons assembly and disassembly facility,
  106. is "all compliant," Przysucha said.

  112. Pantex, 17 miles outside of Amarillo, Texas, has a weapons assembly area
  113. that covers 80 hectares (200 acres) and contains more than 100 buildings.
  114. Nuclear components and other parts received from other DOE plants and
  115. explosive and metal parts fabricated at the Pantex Plant are assembled into
  116. nuclear weapons in this zone. Nuclear weapons are also disassembled there.
  117.  
  118. But the giant Hanford Nuclear Facility in Richland, Washington is not
  119. finished ensuring that all its mission-critical systems are Y2K compliant,
  120. according to Przysucha. "But Hanford has made significant progress, a large
  121. amount of work progress in the last three months," he said.
  122.  
  123. The Savannah River Site (SRS) is not yet Y2K compliant, Przysucha
  124. acknowledged. Owned by DOE and operated under contract by the Westinghouse
  125. Savannah River Company, the complex covers 310 square miles, bordering the
  126. Savannah River between western South Carolina and Georgia for 27 miles.v
  127. SRS was constructed during the early 1950s to produce the basic materials
  128. used in the fabrication of nuclear weapons, such as tritium and
  129. plutonium-239. Five reactors were built on the site that are now shut down.
  130. The site has chemical separations plants, a heavy water extraction plant, a
  131. nuclear fuel and target fabrication facility and radioactive waste
  132. management facilities.
  133.  
  134. Weapons material production at SRS has produced intensely radioactive
  135. waste. The high-level radioactive waste, about 35 million gallons, is
  136. stored in waste tanks on site. There is also storage for a spectrum of
  137. other radioative, hazardous and non-hazardous wastes.
  138.  
  139. The waste treatment systems at SRS, "although not done, they are terribly
  140. production oriented," said Przysucha. "They have fixed the system but
  141. cannot implement the fix until their scheduled downtime. They have specific
  142. schedules that do not allow them to finish by March 31." If some
  143. unscheduled downtime occurs at SRS, personnel will replace the old computer
  144. systems with the new Y2K compliant ones, Przysucha explained.
  145.  
  146. "We've spent a lot of time looking at these systems from a health and
  147. safety point of vies, Przysucha said. "Production would just cease. Nothing
  148. would happen except that there would be a significant dollar loss to the
  149. DOE if the system was not running."

  154. As an example of accelerated Y2K compliance, Secretary Richardson singled
  155. out the department's Rocky Flats site in Colorado for its dramatic
  156. improvements. Rocky Flats is a former nuclear weapons plant outside of
  157. Denver, Colorado that is now in the process of environmental remediation
  158. and management of stored plutonium and radioactive wastes.
  159.  
  160. On October 31, 1998, Rocky Flats reported three of 36 mission-critical
  161. systems as Y2K compliant. Increased priority by the site manager,
  162. restructuring of year 2000 project management at the site, an assistance
  163. visit from headquarters, and what Richardson called "the total commitment
  164. and dedication of the Rocky Flats site government and contractor staff"
  165. achieved 100 percent compliance for 36 of 36 mission-critical systems as of
  166. January 31, 1999.
  167.  
  168. The Waste Isolation Pilot Plant (WIPP) which handles the National
  169. Transuranic Waste Program is also fully Y2K compliant with mission critical
  170. systems 100 percent tested, said Przysucha. Located near Carlsbad in
  171. southeastern New Mexico, it is the depository for transuranic waste -
  172. clothing, tools, rags, and other such items contaminated with trace amounts
  173. of radioactive elements - mostly plutonium. These elements are radioactive,
  174. man-made, and have an atomic number greater than uranium - transuranic,
  175. beyond uranium.

  177. The DOE is responsible for a group of 50 national laboratories, research
  178. centers and other facilities across the country, some, like the Stanford
  179. Linear Accelerator, and the Lawrence Berkely Laboratory, handling highly
  180. sensitive experiments. At both of these facilities all mission-critical
  181. systems are fully compliant, Przysucha said.

  189. An antinuclear group, Standing for Truth Against Radiation (STAR), has
  190. received the green light from Energy Secretary Bill Richardson to conduct
  191. its own safety review into the possible restart of an idled research
  192. reactor at the Brookhaven National Laboratory on Long Island, New York.
  193. STAR's spokesman, movie star Alec Baldwin, went on the Montel Williams talk
  194. show to describe how Brookhaven National Laboratory is poisoning the
  195. surrounding populace. But STAR's critics say the Department of Energy (DOE)
  196. appears to be going a long way to accommodate the group. David Kramer,
  197. editor of Science & Government Report complained, "While the question of
  198. whether DOE will pay for the review hasn't been decided yet, the agency has
  199. agreed to open its books on its own review and make its own experts
  200. available to STAR. Richardson has also agreed to hold a workshop with STAR
  201. to obtain their input. In return, STAR was asked to serve as a liaison
  202. between DOE and other local citizen's groups." One of two major U.S.
  203. reactors capable of producing highly intense neutron beams for research
  204. purposes, the High Flux Beam Reactor at Brookhaven National Laboratory has
  205. been shut down since late 1996, when it was discovered that tritium from
  206. its spent fuel basin had been seeping into the ground for a dozen years.

  222. The GreenSmart program is Commonwealth's environmentally friendly power
  223. program that utilizes California based, renewable energy sources, otherwise
  224. known as green power.

  226. All residential and small business customers will be switched to the green
  227. power program at no charge and will remain green power customers while
  228. still receiving a guaranteed discount versus their old utility company.

  230. Commonwealth began selling system power at a discount over a year ago and
  231. has acquired more than 45,000 customers on their discounted system power
  232. program, of which the majority are residential and small business accounts. 
  233.  
  234. Since deregulation began April 1, 1998, customers who have chosen green
  235. power have had to pay more money each month in order to receive the
  236. environmentally friendly power. However, through Commonwealth Energy's
  237. GreenSmart program, consumers can now receive green power at a discount
  238. from what they're currently paying to their local utility for system power.

  240. Commonwealth Energy's CEO Fred Bloom said, "By converting our system power
  241. customers to green power, we are providing them with a service that no
  242. other ESP can. They will continue to save money each month on their
  243. electric bills and have the satisfaction of knowing they are helping the
  244. environment by using renewable energy sources. Since we are increasing the
  245. demand for green power, the amount of electricity that has to be produced
  246. by highly polluting fossil fuels will be reduced-and that's good for
  247. everyone."

  249. Commonwealth Energy Corporation is licensed by the Federal Regulatory
  250. Commission as a power marketer and is registered with the California Public
  251. Utilities Commission as an energy services provider (Lic. #1092). The

  299. In Moscow, all Russia's death-row convicts will have their sentences
  300. commuted to life imprisonment or lengthy prison terms by June, the head
  301. of the Kremlin appeals panel, Anatoly Pristavkin, said Thursday [February
  302. 11, 1999].

  304. Pristavkin, who heads the presidential pardons commission, told a press
  305. conference, "their sentences will be commuted to life imprisonment or
  306. 25 years in prison."
  307.  
  308. President Boris Yeltsin commuted 250 death sentences last year,
  309. Pristavkin said, adding that some 580 people are living on death row in
  310. Russia.
  311.  
  312. The Constitutional Court on Feb. 2 banned Russia's courts from imposing
  313. death sentences on convicts until a jury-based court system is created
  314. throughout the country.
  315.  
  316. "We have secured a suspension for several years.  The creation of new
  317. assizes courts (with juries) requires fresh financial resources, which
  318. means we will not have any death sentences passed for 2 or 3 years,"
  319. said Pristavkin.

  321. Russian officials say that no death sentence has been carried out here
  322. since 1996 following a moratorium imposed by President Boris Yeltsin
  323. after Moscow's admission to the Council of Europe on Feb. 28, 1996.

  325. Russia pledged to scrap the death penalty by the end of February this
  326. year to secure Council membership.
  327.  
  328. Yeltsin was forced to impose the execution ban after the Duma refused
  329. to abolish capital punishment.  The death penalty can be meted out for,
  330. among other crimes, high treason and aggravated murder.

  333. Russia's rebel republic of Chechnya, which won de-facto independence
  334. from Moscow following a 21-month war of independence which ended in

  385. basic human rights. 130 years ago or so, the Great Liberator Tsar Alexander
  386. II freed the Russian serfs. By comparison, around the same time, Abraham
  387. Lincoln freed our slaves and turned them into serfs. Think about it. fab.

  763. this to that list and several others with incredulous responses.  In shor=

  765. the operative motivation described below is that Russia is afraid of the =
  766. US,
  767. and well it should be.  The US is the only country to use nuclear weapons=
  768.  in
  769. war and has never renounced its first strike policy.  Daily now the US is
  770. launching preemptive strikes against Iraq air defenses in a unilateral
  771. undeclared war on Iraq....again.  The Russians have had deep experience i=
  772. n
  773. losses in WWII.  It is the United States that must take the first step
  774. towards ending the threat of nuclear war by renouncing its first strike
  775. policy and really stopping nuclear testing.  There was just another
  776. "sub-critical" nuclear test in Nevada a few days ago.

  778. Dr. Wood's concern is that with the myriad number of secret experiments
  779. going on here and in Russia and by other nations who have acquired former
  780. Soviet scientists that are far ahead of the US on advanced scalar
  781. electromagnetic bioweapons including the so-called "electromagnetic
  782. bioweapons" likened to mind control technology, that nuclear war and all =
  783. out
  784. World War Three may be immiment due to everybody messing with everybody
  785. else's head.  It has made matters worse that the "democratization" of Rus=

  865.      Lunev points to recent Russian military exercises as evidence of thi=

  867. paranoia. Earlier this year, the Russian Air Force practiced nuclear
  868. bombing runs over the Polar icecap. These bombers would take such a route
  869. if they attacked the United States in a nuclear war.

  871.      What is the thinking behind these exercises? According to Colonel
  872. Lunev, Russia's military is doing everything it can "to prepare for a war
  873. that it considers inevitable."

  875.      Despite Moscow's military preparations, America continues to bankrol=

  877. the Russian economy. In April of 1996 the U.S. refused to cancel a $1.5
  878. billion aid package to Russia despite Moscow's ongoing -- and expensive -=

  880. construction of a gigantic underground base in the Urals. Yamantau
  881. Mountain, the site of the base, is so deeply buried that it cannot be
  882. destroyed by nuclear attack.

  888.      Officially, the Russian government refuses to disclose the facility'=

  890. purpose and American officials, including arms control inspectors, are no=

  892. permitted to go there. The Russian press has alternately described Yamant=

  894. Mountain as a nuclear waste storage facility, a repository for Russian
  895. national treasures, and as an underground warehouse for food. Western
  896. specialists speculate that Yamantau Mountain is a secret weapons producti=

  900.      Whatever it is, the  Kremlin freely spends billions on it. But this =
  901. is
  902. not all they're spending billions on.

  904.      In a move that defies Russia's bankrupt image, the Kremlin is
  905. upgrading Moscow's civil defense network of underground towns, tunnels an=

  907. bunkers. This network includes a nuclear-proof city built beneath Moscow'=
  908. s
  909. Ramenki district, capable of housing 30,000 people.

  911.      According to Richard F. Staar, former U.S. Ambassador to the Mutual
  912. and Balanced Force Reduction Negotiations in Vienna, the "former" Soviet
  913. Union has stored at least 362 million metric tons of grain in nuclear bla=
  914. st
  915. and fallout shelters. University of North Carolina economist Steven
  916. Rosefielde estimated that these supplies could feed the entire population
  917. of Russia and its CIS partners for three years.
  918.  
  919.      Despite treaty obligations prohibiting the production of biological
  920. and chemical weapons, Russia is also spending vast sums to engineer a
  921. super-plague which is resistant to antibiotics. Moscow has also been caug=

  923. manufacturing deceptive new binary chemical munitions, which can be
  924. disguised as industrial chemicals. These binary munitions are said to be =
  925. as
  926. powerful as VX gas, which is 100 to 1,000 times more lethal than sarin ga=

  928. On 16 February of last year, the Washington Times reported that Russia wa=

  930. violating its chemical arms treaty with the U.S. by manufacturing a new
  931. binary nerve agent called A-232. At the same time Russia is developing a

  934.      In the nuclear missile area, Russia continues to develop and deploy
  935. new types of road and rail-mobile ICBMs. Of special interest is the SS-27
  936. Topol-M, or "Sickle" missile. Developed and first tested in 1995, this
  937. 45-ton behemoth has an off-road movement capability and a throw-weight
  938. sufficient to support multiple warheads. Even more impressive is the
  939. rail-mobile "Scalpel" missile.  It has a throw-weight and accuracy
  940. comparable to the American MX missile, and could be deployed in undergrou=
  941. nd
  942. rail tunnels or bunkers, like those found at Yamantau Mountain.

  944.      In response to these Russian moves, the United States has spent no
  945. money on missile defenses. But according to William T. Lee, a former
  946. American intelligence official, Russia has deployed 10,000 to 12,000
  947. Anti-Ballistic Missiles (ABMs), disguising them as Surface to Air Missile=

  949. (SAMs). To assist these missiles in the tough job of intercepting incomin=

  951. American warheads, the Russians have deployed 18 battle management radars.
  952. In October of last year the Washington Times reported that several Americ=

  954. supercomputers were illegally shipped to Russia. These machines could be =

  956. vital part of any ABM battle management system.

  958.      Also, the Russians continue building submarines at a surprising rate.
  959. In November of 1992, less than six years ago, Boris Yeltsin promised to
  960. halt Russia's production of nuclear submarines. Yet Russia continues to
  961. build submarines that are faster and quieter. Though the Russian submarin=

  963. fleet will be smaller than it was ten years ago, it will be more effectiv=

  965. because of qualitative improvements. Even so, it will still be the larges=

  967. nuclear submarine force in the world, with 80 ships.

  969.      Looking at the big picture, Russian preparations for war appear to b=

  971. deliberate and systematic. Moscow spares no expense in its quest for
  972. superiority over America. Evidently, war is an important consideration in
  973. the thinking of Russian policy-makers. In fact, the Kremlin is so primed
  974. for war that in January of 1995 Russia's nuclear forces were put on alert
  975. in response to the launching of a Norwegian weather rocket.

  977.      According to Peter Vincent Pry, a former CIA official, Russia's
  978. military leaders believed the Norwegian launch was the beginning of a
  979. nuclear attack on Russia. Bombers and missiles were put on notice, and
  980. Yeltsin was said to be within minutes of ordering a crushing attack on th=

  982. West.

  984.      The facts demonstrate that Russia is preparing for nuclear war. The
  985. Kremlin bosses are obviously willing to sacrifice Russia's whole consumer
  986. economy to meet the challenge of preparedness.

  988.      On the American side there is only disarmament. We are slipping
  989. behind, day by day. In this context, one Russian dissident has stated: "T=
