  19. Current CCITT documents recognize lightning and faults on nearby 
  20. electrical installations as sources of dangerous disturbances in 
  21. telecommunications lines, which may cause damage leading to 
  22. interruptions in service and the need for repairs or even hazards to 
  23. personnel.

  25. The object of the Recommendation K.11 is to set out principles which 
  26. enable the frequency and seriousness of such disturbances to be 
  27. limited to levels which take account of quality of service, operating 
  28. costs and safety of personnel. These principles are applicable to all 
  29. parts of a telecommunications system.

  31. Recommendation K.11 deals principally with the local exchange, local 
  32. loop plant and subscribers' equipment, but its contents may have wider 
  33. application.

  35. Note - The disturbing phenomena, when they appear, are relatively rare 
  36. or of very brief duration (usually of the order of a fraction of a 
  37. second) and in framing the Recommendation K.11, consideration has not 
  38. been given to methods of avoiding interruption of the functioning of 
  39. equipment during an actual disturbance. The CCITT is pursuing the 
  40. study of such methods.
