  21. Recommendation D.45 sets out the general principles for charging and 
  22. international accounting to be applied by Administrations for the 
  23. provision of the international telemessage service. (See also 
  24. Recommendation F.50.)

  26. In determining tariff principles to be applied to this service, 
  27. consideration should be given to the provisions of Recommendation D.5 
  28. and the fact that collection charges are a national matter.

  30. Recommendation D.45 precises the way for establishing the collection 
  31. charges, the rules applicable to international accounting (accounting 
  32. rate), to refunds and to service messages.
