  84.                The  CCITT  (the  International  Telegraph   and   Telephone   Consultative
  85.          Committee) is a permanent organ  of  the  International  Telecommunication  Union
  86.          (ITU).  CCITT  is  responsible  for  studying  technical,  operating  and  tariff
  87.          questions and issuing Recommendations  on  them  with  a  view  to  standardizing
  88.          telecommunications on a worldwide basis.
  89.                The Plenary Assembly of CCITT which meets  every  four  years,  establishes
  90.          the topics for study and approves Recommendations prepared by its  Study  Groups.
  91.          The  approval  of  Recommendations  by  the  members  of  CCITT  between  Plenary
  92.          Assemblies is covered by the procedure  laid  down  in  CCITT  Resolution  No.  2
  93.          (Melbourne, 1988).
  94.                Recommendation D.250 was prepared by  Study  Group  III  and  was  approved
  95.          under the Resolution No. 2 procedure on the 15 of July 1991.

  123.                                     AND  EXISTING  PUBLIC  DATA  NETWORKS

  125.                The CCITT,
  126.          considering
  127.                (a)  that,  during  the   transition   period,   it   is   essential   that
  128.          Administrations provide interworking between existing public  data  networks  and
  129.          the ISDN in order to continue providing users with non-voice services;
  130.                (b) that,  it  is  desirable  to  adopt  general  charging  and  accounting
  131.          principles for these services when their  provision  needs  interworking  between
  132.          ISDN and existing public data networks;
  133.                (c) that, in principle, the interworking between these networks should take
  134.          place in the ISDN country or in the country of origin (if ISDN  is  available  in
  135.          both terminal countries);
  136.                (d) that, in principle, the cost  of  interworking  between  the  ISDN  and
  137.          existing networks is one element in the development of the ISDN;
  138.                (e) that customers may elect to subscribe to direct access to  interworking
  139.          arrangements to achieve functional benefits;
  140.                (f) the relevant D-Series Recommendations,

  142.          1      General principles
  143.                The interworking costs inherent in the ISDN should not be passed on in  the
  144.          form of higher collection charges to the customers of the existing networks.
  145.          2      Interworking in the country of origin
  146.          2.1    Charging principles
  147.          2.1.1  The charges applied should be appropriate to the service requested without
  148.          regard to the interworking provided.
  149.          2.1.2  Additional charges may be applied for access to  interworking,  when  such
  150.          access is provided at the customer's request. The form of these  charges  is  for
  151.          further study.
  152.          2.2    Accounting principles
  153.                The level and division of the accounting rate  should  be  based  on  those
  154.          normally applied for the international network used.

  192.                3      Interworking in the country of destination
  193.          3.1    Charging principles
  194.          3.1.1  The charges applied should be appropriate to the service requested without
  195.          regard to the interworking provided.
  196.          3.1.2  If the destination Administration seeks compensation for the  interworking
  197.          functions, it is recommended that it does so under  the  provisions  of  its  own
  198.          national tariffs.
  199.          3.2    Accounting principles
  200.          3.2.1  In principle, the level and division of  the  accounting  rate  should  be
  201.          based on those normally applied to  the  international  network  used  and  there
  202.          should be no additional accounting for the interworking functions.
  203.          3.2.2  If by bilateral agreement additional accounting is agreed,  an  accounting
  204.          surcharge may be appropriate.
  205.          4      Interworking in a transit country
  206.          4.1    Charging principles
  207.                The charges applied should be appropriate to the service requested  without
  208.          regard to the interworking provided.
  209.          4.2    Accounting principles
  210.          4.2.1  As accounting for transit interworking is very  complex,  this  method  of
  211.          interworking is not recommended.
  212.          4.2.2  Interworking provided in a transit country implies dissimilar networks  in
  213.          the  two  terminal  countries.  These  networks  may  have  radically   different
  214.          accounting rates and the determination of the appropriate accounting  arrangement
  215.          (including the remuneration for the transit Administration) is for further study.
