  94.    12th transmittal of Report which makes it well over a year old.  I'm

  96.    extreamly pleased by the response and support you have given toward the

  98.    Report.  So far the Report has been going strong and will continue to.

  110. COMPUTER FRAUD THREAT INCREASING:
  111.  
  112.  
  113.  
  114.        Corporations are increasingly vulnerable to computer fraud, pointing to
  115.  
  116. three factors that make such fraud difficult to prevent:  Computer--Savvy
  117.  
  118. employees, the difficulty of detection, and lucrative payoff.
  119.  
  120.        According to the SR, the increasing number of knowledgeable corporate
  121.  
  122. computer users, and their ability to access sensitive computer data through
  123.  
  124. decentralized processing and networks, contributes to the growing potential for
  125.  
  126. corporate computer fraud.
  127.  
  128.  
  129.  
  130.        Computer fraud is also difficult to detect, since the vast quantities of
  131.  
  132. data stored in computers make concealing a theft relatively easy.  Perpetrators
  133.  
  134. seldom leave trails to follow; numbers can be easily changed, and managers,
  135.  
  136. investors, and creditors easily deceived.  
  137.  
  138.        Finally, computer fraud is often lucrative.  In reported computer frauds
  139.  
  140. the average loss is estimated by the FBI to be 600,000$ -- significantly more
  141.  
  142. than the 23,000$ average of other types of fraud.  And, stressed the report,
  143.  
  144. this is only frauds that have been identified and reported.

  218.          A terrible piece of news I just read about in the New York Times 
  219.  
  220.  this morning.  The FCC just voted 4-0 to impose a $4.50 - $5.50 an HOUR 
  221.  
  222.  tax on people who are using the phone system to transmit information 
  223.  
  224.  across state lines.  This INCLUDES anyone hooking up to a network, 
  225.  
  226.  not just people dialing out of state!!  I suppose people dialing 
  227.  
  228.  into a system with access to Arpanet or even USENET might be charged 
  229.  
  230.  this tax; the information services (Compuserve, etc.) are slated 
  231.  
  232.  to be charged this tax as of January 1.  This is an outrageous tax 
  233.  
  234.  which would squelch the burgeoning telecommunications industry, 
  235.  
  236.  and is totally unjustified.  I would urge people to write letters 
  237.  
  238.  to their Congressman to protest this unfair and exorbitant "information 
  239.  
  240.  tax" which is based on superstition and lack of understanding of 
  241.  
  242.  the telecommunications industry.

  258.        For those of you wondering what the hell happened to Metal Shop Private

  260. Recently (Either getting a steady ringing, or Taran King)...the system is temp.

  262. down due to legal problems TK is having.  None of the details are clear at
  263.  
  264. this point, but TK thinks the system will be back up shortly.  He also added
  265.  
  266. that the system may have a new number/location.

  270.        He informed TSR that the legal problem has nothing to do with Phreaking
  271.  
  272. or Hacking or anything online related.  The system was taken down because it
  273.  
  274. would have only brought TK more trouble.

  286. BREAKING THE BOOTLEG BANDS:

  290.        Targeting bootleg software in raids reminiscent of Elliot Ness, Canadian
  291.  
  292. authorities have effectively shut down three software rental firms and crippled
  293.  
  294. a fourth.  The software rental business is no stranger to controversy.  Rental
  295.  
  296. firms say the practice simply enables customers to test programs; the Software
  297.  
  298. Publishers Association and IBM counter that such firms violate copyright laws
  299.  
  300. by selling programs under the guise of providing preview copies.  But the
  301.  
  302. recent Canadian experience departed from traditional rental procedure:  In
  303.  
  304. those cases, the companies apparently fialed to ask for the rented software
  305.  
  306. back.  Instead, they advised customers to erase the disks after a 21-day
  307.  
  308. preview costing 10$ per program.
  309.  
  310.        When a five member legal team tried to serve a court order of the
  311.  
  312. Softsave Preview Club of Vancouver, the team was barred from entering the
  313.  
  314. premises.  Employees then taped paper over the windows to prevent the group
  315.  
  316. from peering inside.  "One employee threw a box of files and credit card charge
  317.  
  318. slops out of the upper-floor windows," recalls Tate technical support
  319.  
  320. supervisor Goepel, who participated in the raid.  "He obviously had called
  321.  
  322. someone on the phone because a guy was there ready to pick the stuff up."

  326.        Softsave management kept the raiders out in the cold for two hours
  327.  
  328. before deciding the search could not be legally prevented.  Goepel's party
  329.  
  330. then seized cartons of charge slips and hundreds of copies of top-selling

  332. programs.  "No country is worse than Canada for not protecting software and
  333.  
  334. for the quantity of illegal software sold.", maintains Chan, international
  335.  
  336. counsel for Ashton-Tate.  "The people of Hong Kong can't compare with the

  338. professionalism in Canada.  Softsave had a 24-hour phone number with about 20
  339.  
  340. phones lines, and we estimated they sent out over 1000 disks a day."

  356.        A new National Bell "order-by-phone" service got off to a rousing

  358. start is most regional Bell areas.  Rogers U.S. Cable Systems of National

  360. Bell recently became the first user in the nation of the new order-enter

  362. technology.  And in May, the first full month the service was in use, the 
  363.  
  364. cable TV firm reported that sales of its pay-per-view programs more than
  365.  
  366. doubled Bell action.

  368.        Dialing the first five digits connects the subscriber's line with an

  370. order-entry processor that works in conjunction with the Automatic Number

  372. Identification feature of Bell's central offices.  The last two digits are

  374. code number for the program and the time of day viewer wants to watch it.
