  1. Intelligence reports that the best
  2. financed American drug distributor
  3. in history is being organized. The
  4. Medicine Man, Mr. Locke and a very
  5. powerful player,(we will call him
  6. Mr. Key) have formed a partnership
  7. called the Triad. If it succeeds
  8. it will have severe repercussions
  9. for the nation and for future
  10. operations.
  11. The Triad puts together resources
  12. worth billions! That's enough to
  13. eliminate most competition, create
  14. havoc, and even cause irreversible
  15. damage to the nation. The identity
  16. of Mr.Key cannot be revealed. He
  17. holds a high level position in our
  18. government and has connections to
  19. the most powerful business
  20. interests in the country. 
  21. Mr. Key is the primary target. If
  22. we bring him down they'll all bail
  23. out of the deal. Until now his
  24. drug-related activities could not
  25. be solidly connected to him. BUT, 
  26. Intelligence believes he's going
  27. to personally handle the next few
  28. shipments to show his committment
  29. and cement the Triad deal...and
  30. it may be the break we need !
  31. Headquarters wants operations that
  32. keep Mr. Key's activities under
  33. constant pressure. Intercept boats
  34. and radar are in place, and ready
  35. for any eventuality. You will hit
  36. him every time he moves. We must
  37. catch him red-handed to be sure
  38. the drug rap sticks. That's the
  39. only way to be sure to break up
  40. the Triad.

  61. a drop at an unknown location. 
  62. A backup vessel is patrolling
  63. 35 miles east of Key Largo. The 
  64. two of you are to intercept
  65. and arrest Mr. Key. Be sure
  66. he has the drugs in hand!

  78. Keys called about a low flying
  79. plane passing over him. It may
  80. may be making a drop. Positive
  81. I.D. on Mr. Key heading south in
  82. a speed boat across Biscayne Bay.
