  The files enclosed in this archive are for the most part edited
  from previous 4ColorNet information/application packets. While
  some, or even most, of the guidelines found in RULZ.DOC may be
  kept, not every CBN sysop has had a chance to look them over.

  If you see something that you find too restricting and/or not
  to your liking PLEASE make mention of it in the Editor's Office
  conference. One of the first orders of business once a group of
  elected Net Administrators has been chosen will be to make sure
  that the guidelines are to the majority's liking.

  Until something is said otherwise please consider them the basic
  working guielines for the net. Most of it is common sense and the
  rest is simply there to make sure all of the participating BBSes
  are in agreement, or at least aware, of certain policies and of
  the way things work. They are in NO WAY meant to scare anyone off
  nor should they be deemed un-changeable. Both 4ColorNet and Comic
  Book Net were founded with the user in mind and while the 4CN
  guidelines may seem long, the bulk of it covers situations which,
  to date, have never had to have been adressed.

  So look things over, a couple screens have been provided for sysops
  to add to their BBSes to serve as an announcement or ad that they
  are carrying the net.

  If you have any questions, you may adress them to ALL in the Editor's
  Office and someone who knows the answer will reply. Hopefully by the
  time the December info packet is done we will have a group of folks
  who will serve as the "organizers" or Net Administrators.
