I've discovered that something in my First Need dries out over winter, and
i have to submerge the whole unit in a bucket of faucet water for a day or
so to restore function.

Huh, mine's never done that. I do store it with the rubber cap on one
end of the filter and the pump + hose on the other end, in a plastic
bag. Maybe that's the answer?
When you say "restore function" do you mean the pump just wouldn't work,
or what? If that's all, try coating the plunger with a bit of vaseline
as recommended by the manufacturer.
