This utility is the message display debug tool.
This utility is provided on OS/2 to aid in debugging. Debug messages are displayed here. If the pmprintf utility is not running, the debug messages are discarded.

On the Windows platforms, debug messages are displayed with the msgdisp utility. On AIX, debug messages are displayed on the terminal.
