Description
This procedure will draw a radiobutton with it's upper-left corner
at the position ('X','Y'). The radiobutton is 16 pixels high and 16
pixels wide. If 'Active' is TRUE the radiobutton will activated,
else it will be empty.
Syntax
FGL_RADIOBUTTON(< X >,< Y >,< Active >)
