ForceBulletin: Bulletin reader for New Users

1) Functionality:
Have you ever set up a bulletin for the Rules and Regulations of your
BBS hoping that all users that are logging in for the first time would read
so that they would know how you would like all activity on your board
conducted or activities that you would not tolerate of users only to have
almost all new users just blow past that bulletin and not even read it??? I
HATE that. With this in mind, I came up with this cute little utility.
What it does is FORCE all NEWUSERs to read this file whether they want
to or not. They cannot [S]top the display nor can they [N]onstop through it.
The only thing that they can do is press [ENTER] when the end of the page
comes. Although they CAN simply keep pressing enter, they will at least be
forced to view it. A time delay will be added to future releases of this
application so that the user will have to wait a certain time before they can
even press [ENTER]. This application only works on users who have the
security level 'NEWUSER' and who have logged on for up to 10 times. So
concievably, a NEWUSER would be forced to read this each time they log on up
to the first 10 times.
You can also set it up so that more than one bulletin will be displayed
to the users. And it need not be a bulletin. It could be ANY file that you
wish.
2) Setup:
You must create a file called FORCEBUL.INI in the current directory (The
Wildcat Home Directory). All of the WILDPACK applications MUST be run from
your Wildcat Home Directory. A sample will be included, but unless you are a
registered sysop, the FORCEBUL.INI will not be used. However, even if you are
an unregistered sysop, the INI file MUST EXIST.
Here is an example of the FORCEBUL.INI:

Here is what it all means:
Maximum number of logons a NEWUSER will be forced to read
Fullpath\filename(without extension)
*Notice: The filename does NOT have an extension. This is because the
application adds the extension depending on the display mode that
a user is logged in. Currently, this will not work in RIP mode, but
a minor revision will be following shortly that will. The file name
in the specified directory with the extensions .SCR or .BBS.
You can have up to 10 files set up to display to the NEWUSER when they
logon up to the specified maximum logons. Please note: I restricted this
number to a maximum of 10 times. So you cannot set a number greater than that
or the application will give you an error. Although this functionality is
useful and needed, I will not be party to forcing a NEWUSER to read these
files EVERY SINGLE TIME THEY LOGON. This could completely frustrate a NEWUSER
and as I might logon to a system using my application, I do not want to fall
victim to an overzealous sysop either... And I added the ability to set the
number of logons because some users will find that they cannot get out of the
display themselves and drop carrier hoping that the next time they logon they
will not have to read it again. Little did they know... :)
3) Unregistered Restrictions:
Although only restriction is that you cannot specify the filename (the
unregistered version will default to <WILDCAT HOME DIRECTORY>\BULL\BULL1, ie,
C:\WILDCAT\BULL\BULL1 ), the INI still MUST exist and be formatted correctly.
You will still be able to set the maximum number of logon times the user will
have to read BULL1.BBS.
