  18. I propose that there be a czar (me ?) who hands out official socket
  19. numbers for use by standard protocols.  This czar should also keep track
  20. of and publish a list of those socket numbers where host specific
  21. services can be obtained.  I further suggest that the initial allocation
  22. be as follows:
  23.         Sockets         Assignment
  24.         0-63            Network wide standard functions
  25.         64-127          Host specific functions
  26.         128-239         Reserved for future use
  27.         240-255         Any experimental function
  28.  
  29. and within the network wide standard functions the following particular
  30. assignment be made:
  31.         Socket          Assignment
  32.            1            Telnet
  33.            3            File Transfer
  34.            5            Remote Job Entry
  35.            7            Echo
  36.            9            Discard
  37.  
  38. these socket numbers (decimal) are to be used for the socket called "L"
  39. in the official Initial Connection protocol (ICP) as specified in NIC
  40. 7104 the "Current Network Protocols" notebook.
